WE HAD SCHEDULED A GROUP OF STUDENTS THAT WERE GOING TO BE HERE AND THEY WERE UNABLE TO OBTAIN A BUS I GUESS FROM THE SCHOOL DISTRICT SO THEY WEREN’T ABLE TO BE HERE BUT ANN’S GOING TO GIVE US PRESENTATION AND AND IF YOU >>WANT TO COME ON OVER I DON’T KNOW IF YOU HAVE A SLIDE PRESENTATION YOU CAN BE RIGHT HERE IN FRONT OF US AND I STILL HAVE MY SUPERIOR RACE NOON I HAVE MY BRACELET ON SINCE 2000 14 SO IT’S GOOD TO SEE A >>SIMILAR THING ONLY THANK YOU EXCITED TO HEAR HOW YOU USE THE TOUR CONTINUED SUPPORT FOR THIS MOVEMENT. STARTED HERE IN SALEM KAISER SCHOOLS >>IN 99 AND 7. SO FOR 22 >>YEARS I WANT TO SHOUT OUT TO THE EDUCATORS IN OUR COMMUNITY IN OUR COUNTY ACTUALLY COUNTYWIDE WHO HAVE BEEN IMPLEMENTING AND SUSTAINING OUR PROGRAM THAT IS MAKING A POSITIVE DIFFERENCE. SO AND I I BROUGHT A MESSAGE THAT YOU COMMISSIONERS HAVE RECEIVED FROM PETE TAYLOR THE COUNSELOR LESLIE MIDDLE SCHOOL. I’M SO SAD THAT HE’S NOT HERE WITH THOSE BEAUTIFUL KIDS BUT I’LL DO MY BEST TO BE TO BE A VOICE FOR THEM AND FOR OTHER STUDENT ACTIVISTS IN OUR CITY COMMUNITY. >>SO PARDON ME. >>THIS IS MR. TAYLOR’S MESSAGE DEAR COMMISSIONERS CAMERON PANTANO AND WILL’S CHIEF ADMINISTRATIVE OFFICER FRITZ AND COUNTY COUNCIL FELLOW THE LESLIE MIDDLE SCHOOL PEER HELPERS AND MYSELF PETE ARE VERY DISAPPOINTED THAT WE’RE NOT ABLE TO ATTEND THE MARION COUNTY BOARD OF COMMISSIONERS MEETING RECOGNIZING THE 22ND ANNUAL HANSON WORDS OR NOT FOR HURTING WEEK EVEN THOUGH WE ARE NOT THERE IN PERSON RIGHT NOW. BRING UP THE PICTURE THAT I HAVE OF HIS STUDENTS AND I HOPE YOU CAN SEE >>THEM ON THE SCREEN THOSE ARE THE KIDS WHO IS GOING TO BE HERE. SO HERE THEY ARE IN SPIRIT EVEN THOUGH WE’RE NOT THERE IN PERSON. WE STILL WANT EVERYONE TO KNOW THAT WE ARE JUSTICE COMMITTED AS WE’VE ALWAYS BEEN TO WHAT THE WEEK STANDS FOR AND REPRESENTS HANDS AND WORDS ARE NOT FOR HURTING WEAK IS STILL THAT WONDERFUL OPPORTUNITY. WHEN WE GET TO INVITE OUR FAMILY FRIENDS AND COMMUNITY >>TO SPEAK OUT AND NOT BE AFRAID TO SAY THAT THEY ARE SO MUCH BETTER TOGETHER THAN WE ARE APART THE LESLIE MIDDLE SCHOOL PEER HELPERS WANT EVERYONE TO KNOW THAT INCLUSION ACCEPTANCE AND APPRECIATE NATION ARE THE MOST POWERFUL TOOLS IN OVERCOMING DIVISIVENESS RIDICULE AND HATRED RECOGNIZING THAT WE ARE ALL VALUABLE IRREPLACEABLE HUMAN BEINGS HELPS US REALIZE IT IS OUR DIFFERENCES THAT MAKE US SPECIAL OUR VALUES THAT UNITE US AND OUR HOPES AND DREAMS THAT INSPIRE >>US HANDS AND WORDS ARE NOT FOR HURTING WEAK GIVES US THE PERFECT CHANCE TO COME TOGETHER AROUND THE SIMPLE 14 WORD PLEDGE. I WILL NOT USE MY HANDS OR MY WORDS FOR HURTING MYSELF OR OTHERS AND REMIND EACH OTHER THAT LOVE AND KINDNESS IS WHAT WILL HEAL THE PARTS OF US THAT ARE WOUNDED AND BROKEN. >>IF WE REALLY UNDERSTAND WHAT IS AT STAKE THEN THIS YEAR THIS YEAR LET’S RECITE E HANDS IN WORDS NOT FOR HURTING PLEDGE WITH OUR WHOLE HEART AND PROMISE TO LIFT EACH OTHER UP INSTEAD OF TEAR EACH OTHER DOWN. SINCERELY PETE TAYLOR LESLIE MIDDLE SCOOL COUNSELOR >>AND FOR YEARS TE HAS BEEN DOING THIS WORK IN ALL OF THE SCHOOLS THAT HE’S PARTICIPATED WORKED IN HE’S BRINGING >>THESE KIDS TO THIS PLACE TO GIVE THEM AN EXENCE THAT THEY’LL ALWAYS REMEMBER TO BE A VOICE FOR THOSE WHO HAVE NONE TO BE A VOICE FOR CHANGE AND WE MISS THEM BUT THERE THEY ARE IN SPIRIT NOW. I WASN’T GOING TO SPEAK AT ALL TODAY >>SO BEAR WITH ME BUT I DID WANT TO BRING A >>MESSAGE FROM MCNARY HIGH SCHOOL STUDENT WHO WHEN SHE WAS A SENIOR THERE SEVERAL YEARS AGO MCNARY DID A WONDERFUL SCHOOL WIDE COMMUNITY WIDE CAMPAIGN. SPECIFIC FOR THE HANDS SOME WORDS ARE NOT FOR HURTING PROJECT >>AND >>THEIR MISSION IN THEIR SCHOOL WAS TO RAISE AWARENESS ABOUT THE PROBLEMS OF SUICIDE OF DOMESTIC AND FAMILY VIOLENCE CHILD ABUSE AND >>OFFER SOLUTIONS RESOURCES FOR THE KIDS TO DEAL WITH AND TALK ABOUT. SO THE FIRST THING I’M GOING TO SHOW YOU IS A PSA PUBLIC SERVICE ANNOUNCEMENT THAT SHE CREATED FOR THE STUDENTS. THEY PLAYED IT IN THE MORNING ON ALL OF THEIR TELEVISION MONITORS THROUGHOUT THE SCHOOL AS PART OF THEIR MORNING ANNOUNCEMENTS AND THIS IS JUST ONE OF MANY THINGS THAT THIS CHILD STUDENT DID. SO EVERY TIME I SEE THAT IT’S JUST STUNNING THE INCREDIBLE ACTIVISM >>REALLY BRINGING OUT THEIR PEERS INTO THECOMMUNITY INTO THEIR FAMILIES. ONE EXAMPLE OF THE CREATIVITY THAT CAN GO ALONG WITH GETTING THIS MESSAGE OUT. AND SO I APPLAUD APPLAUD NOW. THE NEXT THING I WANTED TO SHOW YOU I BROUGHT PICTURES OF OUR INTERNATIONAL PARTNERSHIP. THE MOST RECENT ONE IN COLUMBIA SOUTH AMERICA AND IN AUGUST TEACHER TAUGHT SHE WORKED TWO SCHOOLS AND DID A COMMUNITY EVENT AND I’M GOING TO SHOW IT’S LESS THAN A MINUTE. BU WHAT WHAT SHE DID AND I’M LEARNING ALL KINDS OF INCREDIBLE THINGS ABOUT CULTURE. SO YOU’LL SEE THAT FIRST VIDEO IS HER TEACHING HER STUDENTS IN ENGLISH THE PLEDGE AND THEIR HANDS ARE OUT IN FRONT OF THEM LIKE THIS AND WHAT THEY DO IS THE TEACHER SAYS WHATEVER IS HER TO IN THE PAST WHATEVER WORDS OR WHATEVER ACTIONS HAVE COME TO Y OFTENTIMES IT’S NOT TALKED ABOUT SAME HERE IN COUNTRY. SO PUT ALL OF THAT HURT INTO UR HANDS SAY THE PLEDGE AND THROW THAT BEHIND YOU WE’RE MOVING FORWARD WITH A DIFFERENT WAY OF LIVING AND LOOKING AT FE. SO I WAS AGAIN I JUST CAN’T BELIEVE INCREDIBLE NO I’M SORRY. SORRY SORRY SORRY SORRY. AND I >>GUESS IN CLOSING I WAS PROUD AND PROUD TO BRING THE VOICES OF OUR KIDS IN THIS DISTRICT WHAT THEY’VE DONE HERE. WHAT THEY’RE DOING NOW? IT’S IT’S AMAZING BUT TO HAVE THIS COMMUNITY SUPPORT FOR OUR PUBLIC HEALTH AWARENESS CAMPAIGN TO AND BREAK THE CYCLES OF FAMILY VIOLENCE CHILD ABUSE BULLYING WHEREVER IT EXISTS SO THANK YOU. AND >>I JUST >>DON’T KNOW WHAT ELSE TO SAY BUT I’M SO GRATEFUL. AND WE HAVE TO KEEP GOING BECAUSE IT TAKES TIME TO CREATE SOCIAL CHANGE AND WE CAN SEE IT HAPPENING IN OUR KIDS. SO THEY ARE HOPING OUR FUTURE AND OUR THANK YOU FOR YOUR WORK AND AND FOR BEING HERE EVERY YEAR TO REMIND US. AND I PERSONALLY YOU KNOW I CONTINUE TO WEAR THIS. WE ARE SIX SINCE I’VE BEEN HERE SIX PRESENTATION THAT YOU HAVE GIVEN US WITH THE CHILDREN NORMALLY THE KIDS ARE HERE AND IT’S ALWAYS A GOOD REMINDER AND IT’S YOU KNOW IT’S IN CONJUNCTION WITH OUR DOMESTIC VIOLENCE PREVENTION MONTH AWARENESS MONTH. AND WE HAD THAT WAS THE LAST WEEK I BELIEVE AND THIS GOES RIGHT NOW YOU’D HAVE HER LEAD US T BY ONCE. >>WELL I DID YOU WANT TO DO THE PROCLAMATIIRST AND THEN YOU DO THE PLEDGE OR THAT WE CAN DO IT WE CAN DO IT EITHER >>DUDE AT THE END. AND JIM JIM CAM I HAVEN’T EMOTIONALLY >>APPROVE A PROCLAMATION DECLARING OCTOBER 14TH TO 20 IS HANDS AND WORDS ARE NOT FOR HERDING WEEK IN MARION COUNTY. SECOND THE MOTION FOR MOTION IS SECOND FOLLOWS ANY FURTHER DISCUSSION. I THOSE IN FAVOR SIGNIFY >>BY SAYING HI HI HI HI AND GO AHEAD AND WE’LL READ THE PROCLAMATION RIGHT BEFORE THE BOARD OF COMMISSIONERS MARION COUNTY OREGON AND THE MATTER PROCLAIMING OCTOBER 13TH THE 19TH 2019 TO BE NATIONAL HANDS WORDS ARE NOT FOR HERDING WEEK PROCLAMATION WHEREAS A COMMUNITY WITHOUT ABUSE AND VIOLENCE IS A DREAM WE ALL SHARE. AND WHEREAS EACH OF US MUST COME TO UNDERSTAND THAT IT IS WITHIN OUR PERSONAL POWER TO CHOOSE NOT TO USE VIOLENCE AND E AND ABUSE OTHERS TO RESOLVE CONFLICT AND WHEREAS WE RECOGNIZE THAT RESPECT FOR OURSELVES AND OTHERS IS KEY DEVELOPING HEALTHY RELATIONSHIPS AT EVERY AGE AND IN ALL CIRCUMSTANCES. AND WHEREAS THE PRINCIPLE OF NON-VIOLENT CON RESOLUTION CONFLICT MUST BE TAUGHT TO UR CHILDREN AND PRACTICE EACH OF OUR LIES. AND WHEREAS VERBAL AND EMOTIONAL ABUSE CAN BE JUST ASDAMAGING AS PHYSICAL VIOLENCE TO A PERSON SO FORTH. CREATING SCARS THAT ARE CARRIED FOR THE REST OF HIS OR HER LIFE AND WHEREAS >>VERBAL ABUSE SUCH AS NAME CALLING INSULTING AND BELITTLING FREQUENTLY ESCALATES INTO SIMPLE FORCE LIKE PUSHING GRABBING OR SLAPPING AND WORSE SCENARIOS. ESCALATION TO RAGE SERIOUS VIOLENCE EVEN MURDER. AND WHEREAS WE THE COMMISSIONERS >>OF MARIN COUNTY TOGETHER WITH COMMUNITIES AROUND THE COUNTRY AND OVERSEAS RECOGNIZE >>THE HANDS AND WORDS ARE NOT FOR HURTING PROJECTS PURPLE HANDS PLEDGE IS AN EFFECTIVE TOOL IN ABUSE AND VIOLENT PREVENOLENCE PREVENTION EDUCATION. NOW THEREFORE THE MARION COUNTY BOARD OF COMMISSIONERS DOES HEREBY PROCLAIM THE WEEK OF OCTOBER 13TH THROUGH 19TH 2000 THOUSAND NINETEEN TO BE THE 26 ANNUAL HANDS AND WORDS >>ARE NOT FOR HURTING WEEK IN MARION COUNTY AND ENCOURAGES ALL CITIZENS OF MARION COUNTY TO JOIN HANDS AND HEARTS TO UNITE AS A FAMILY AND A COMMUNITY TO PLEDGE BOTH PRIVATELY AND PUBLICLY THAT I WILL NOT USE MY HANDS OR MY WORDS FOR HURTING MYSELF OR OTHERS IN WITNESS THEREOF WE HAVE HERE ON TO SET OUR HAND AND CAUSE THE SEAL OF THE COUNTY OF MARION TO >>BE A FIX THIS OCTOBER 9TH >>2019 WOULD YOU LEAD US INTO PLEDGE >>ACTUALLY I HAVE ONE MORE YES I WILL. LET ME SHOW YOU THIS OR OTHERWISE. HURT MYSELF I 3 YEARS OLD ARE HOW I WONDER WHAT YOU ARE? YOU CAN LEARN 14 WORDS THIS IS A CHILD IN SOUTHERN CALIFORNIA FROM A PRESCHOOL DOWN THERE AND I JUST HAD TO SHOW IT TO YOU SO THAT LITTLE 3 EAR OLD CAN LEAD US IN THE PLEDGE. WE HAVE A WE HAVE A SIGNED PROCLAMATION FOR YOU AND IF YO WOULD LEAD US IN THE PLEDGE AND EVERYBODY CAN JOIN US I’M SURE YOU CAN STAY RIGHT. YEAH YOU STAY RIGHT THERE AND WE WILL NOT >>USE SAYING WE NEED ACTION NOW USE MY HAND >>MY HAND OR MY WORDS MY SELF OR OTHERTHANK YOU. GOOD TO SEE OK >>SO WE DID. WE >>HAD THAT ACTION ITEM UP FRONT SO WE WERE GONNA WE DID THAT BECAUSE WE THOUGHT THE STUDENTS WOULD BE HERE WE’D GET THEM BACK TO THEIR CLASSES? SO WE’RE GONNA SHARE OUR AGENDA NOW WE’RE GONNA GO BACK TO A PRESENTATION IN THIS PRESENTATION IS ON THE UNITED WAY EMPLOYEE CONTRIBUTION CAMPAIGN KICKOFF AND MELISSA OUR OFFICE >>MANAGER IS HERE WITH STEPHANIE ALL RIGHT WELCOME AND JUST FOR THE RECORD IF YOU’LL INTRODUCE YOURSELVES SO FOR >>THE RECORD MY NAME IS STEPHANIE BOB AND I AM THE RESOURCE DEVELOPMENT COORDINATOR FOR UNITED WAY THE MID-ATLANTIC >>VALLEY. AND I’M MELISSA ROUNDS WITH THE BOARD COMMISSIONER’S OFFICE AND WE ARE HERE THIS MORNING TO KICK OFF OUR ANNUAL UNITED WAY EMPLOYEE CONRIBUTION CAMPAIGN. SO STEPHANIE IS HERE TO GIVE US A PRESENTATION ABOUT THE IMPORTANT WORK >>UNITED WAY OF MEN WILLAMETTE EY IS DOING IN OUR REGION AND WHERE OUR CAMPAIGN DOLLARS WILL BE GOING THIS YEAR. SO YOU HAVE THE PRESENTATION SO SO >>GOOD MORNING. I’M SUPER EXCITED ABOUT UNITED WAY AND THEIR WORKPLACE CAMPAIGN THIS YEAR. YEAH. ISN’T UP TO SOME LOTS AND LOTS AND LOTS OF BUSY STAFF. FIRST OF ALL I WANT TO GO OVER THE THINGS THAT WE’VE ACCOMPLISHED IN THE LAST YEAR ONE OF THOSE BEING TAYLOR’S HOUSE >>UNITED WAY THE MID WILLAMETTE VALLEY BELONGS TO UNITED WAY WORLDWIDE. WE DO THINGS A LITTLE BIT DIFFERENTLY >>WE’RE SEEMING TO CHANGE IS UNIED WHERE THE MID WILLAMETTE VALLEY BELIEVES IN THE INITIATIVE INNOVATIVE WAY WE’RE ADAPTING TO PACIFIC COMMUNITY NEEDS PROVIDES ESSENTIAL SUPPORT TO ASSURE FORMATION OF EACH OF OUR FOCUS AREAS >>OUR FOCUS AREAS ARE DEVELOPING HOUSING FOR ALL WHICH I MEAN A TOUCH BASE ON TODAY STRENGTHENING CHILDREN AND FAMILIES BUILD KEEP BUILDING COMMUNITY PASSIVELY AND MEETING BASIC NEEDS THE ALICE REPORT WHICH IS A NATIONAL PROGRAM THROUGH UNITED WAY TALKS ABOUT ASSET LIMIT AND INCOME CONSTRAINED EMPLOYED >>SO WHEN YOU LOOK AT >>OUR TRI COUNTY AREA MARION COUNTY BEING THE FOCUS OBVIOUSLY THERE ARE 30 PERCENT HOUSEHOLDS THAT ARE IN POVERTY SOMETHING THAT IS NOT NEW TO US HOWEVER THE STUDENT POVERTY IS SHOCKING 66 PERCENT OF OUR STUDENTS ARE IN THE POVERTY LEVEL IN THEY WHICH MEANS IN OUR LANGUAGE IS TITLE IN SCHOOLS WHICH RECEIVE FREE AND REDUCED LUNCH >>WITH THE HOMELESS ISSUE THAT WE HAVE IN OUR AREA WITH NINE HUNDRED AND NINETY FIVE UNSHELTERED INDIVIDUALS WITH THIRTY NINE PERCENT OF THEM BEING FEMALES. UNITED WAY IS STRIVING TO MAKE SOME DIFFERENCES. >>ONE OF THOSE THINGS THAT WE DID >>IS CREATING HOUSING FOR >>ALL OUR EXECUTIVE DIRECTOR IS >>PASSIONATE TO BE LIKED ABOUT HOUSING AND THE COST OF LIVING WHEN YOUR INCOME IS APPROXIMATELY ONE THOUSAND >>TWELVE DOLLARS A MONTH WHETHER YOU’RE ON DISABILITY VETERAN’S INCOME SOCIAL SECURITY AND YOUR RENT COSTS YOU APPROXIMATELY THE SAME AMOUNT YOU BECOME RENT POVERTY OR INCOME RESTRAINT. WHAT YOU SEE IN FRONT OF YOU IS A TINY HOME. THAT HOME IS ACTUALLY PARKED IN OUR PARKING LOT IT’S 350 SQUARE FEET HAS A FULL BATHROOM AND >>A KITCHENETTE THAT KITCHENETTE ALSO HAS A WASHER AND DRYER TH COMBINED IN THE SAME SO THAT THEY CAN ACTUALLY WASH AND RATHER CLOSE THE SAME UNIT >>WHICH IS SUPER COOL. THESE UNITS ARE COSTING >>US APPROXIMATELY SIXTY THOUSAND DOLLARS BUT THE RENT ON THESE UNITS WILL BE THREE HUNDRED FIFTY DOLLARS A MONTH. ONE THIRD OF THEIR INCOME >>THIS >>PROJECT HAS BEEN PASSIONATE. WE’VE BEEN WORKING ON IT FOR QUITE SOME TIME AND WE ARE ON THE CUSP OF B ABLE TO CREATE WHAT WE’RE CALLING A VILLAGE >>THESE HOUSES WILL BE SEVERAL ON ONE LOCATION AND THEIR FIRST AND FOREMOST ON OUR LIST IS SENIORS WOMEN WITH SMALL CHILDREN AND VETERANS WHICH ARE THE AT RISK THAT WE HAVE CURRENTLY HOMELESS STRENGTHENING FAMILIES AND CHILDREN AS SOME OF >>YOU ARE AWARE. WE DID A PROJECT LAST YEAR CALLED TAYLOR’S HOUSE RAISED FOUR HUNDRED AND TWENTY FIVE THOUSAND DOLLARS IN ABOUT 90 DAYS WITH SOME HELP FROM SOME FRIENDS AND THIS HOUSE. LAST YEAR WHEN WE SPOKE ABOUT IT WAS JUST ON THE CUSP OF BEING OPEN >>AND IN DECEMBER WE OPENED AND WE’VE HOUSED FORTY SEVEN. WE MEANING OUR PARTNERSHIP ARCHES HAVE HOUSED 7 INDIVIDUALS BETWEEN THE AGES OF 11 AND 17 >>THREE OF THE INDIVIDUALS THAT HAVE BEEN THROUGH TAYLOR’S HOUSE HAD CHILDREN OR PREGNANT >>THIS HOUSE. ALTHOUGH IT’S DOING SOME AMAZING THINGS AND ARCHES IT’ AMAZING AMAZING ORGANIZATION. ONE OF THE FIRST THINGS WE REALIZE IS WE DID ANOTHER >>ONE UNFORTUNATELY SO &>>THAT’S ALSO ANOTHER THING THAT WE’RE WORKING ON. >>BUILDING CAPACITY >>OR COMMUNITY CAPACITY. SO >>WE DO A LOT OF STAFF HAVE A LOT OF PARTNERS. WE HAVE 92 NONPROFIT PARTNERS RIGHT NOW THAT WAS CURRENTLY PARTNERING WITH FUNDING >>AND ARE GIVING BRIGETTE GRANT FUNDS TO >>ONE OF THOSE ORGANIZATIONS IS THE SERVICE INTEGRATION TEAM. THERE ARE FOUR OF THEM IN OUR AREA >>SERVICE INTEGRATION TEAM HAS KIND OF TAKEN THAT URGENT EMERGENT NEEDS OFF >>OF THE UNITED WAY’S PLATE AND BEING ABLE TO ADVOCATE AND LEVERAGE THOSE DOLLARS. SO WHEN WE GIVE THEM A DOLLAR THEY TURN THAT ONE DOLLAR INTO THREE DOLLARS AREN’T ABLE TO DO SOME PRETTY MIRACULOUS THINGS. ONE OF MY FAVORITE STORIES UNTIL YESTERDAY WAS ABOUT AN 84 YEAR OLD WOMAN WHO LIVED AT THE CANYON WHO >>HAD RUN AT HER WELL HAD BROKEN AND HADN’T HAD THAT WATER FOR ABOUT FIVE MONTHS IN THE SIT TEAM JUMPED IN GOT A PUMP GOING >>GOT SOMEBODY OUT THERE TO FIX IT AND SHE WAS UP AND GOING WITHIN A COUPLE OF DAYS >>AND THAT WAS FINE. YOU KNOW THAT WAS SUCH A HEART WRENCHING STORY AND IT WAS SUCH. IT WAS COOL AGAIN WE FOUND OUT THERE WAS A PROBLEM JUMPED AND FIXED IT YESTERDAY. MELISSA BOWER WHO IS THE HEAD OF THE ORGANIZATION FOR THE STADIUM TEAM >>SPOKE AT DARMAN AT ONE OF THESE EXACT SAME PRESENTATIONS AND SHE TOLD ABOUT A FAMILY THAT WAS LIVING IN STRAIGHTEN >>UP A FOUR MILE DIRT ROAD AND THE MOM HAD A TRACKING DEVICE ON HER CAR IN IT AS IT TURNED OUT THE CHILDREN HAD NEVER BEEN TO SCHOOL SHE WAS IN A VERY ABUSIVE RELATIONSHIP AND WITHIN FIVE DAYS OF FINDING OUT SHE WAS IN A SAFE ENVIRONMENT AND A CAR OF HER OWN SHE WAS BACK IN SCHOOL AND THE SPOUSE OR BOYFRIEND IS INCARCERATED. >>ALL THINGS THAT WE DIDN’T KNOW WERE HAPPENING THAT ARE COMMUNITY PARTNERS IN OUR NDS GO TO TO HELP >>SO >>THE MOBILE SHOWER UNIT WHICH IS SOMETHING THAT I THINK IS JUST SUPER COOL. LACKEY AND LAST YEAR WE SPOKE ABOUT IT. IT WASN’T ACTUALLY UP AND RUNNING IT IS NATURAL. WE HAVE PURCHASED THIS UNIT THAT’S INDRA GALEN WHO WE LOVINGLY CALL HOSING MAN >>IN FRONT OF IT AND IT HAS THREE STALLS TWO INDIVIDUALS STALLS ONE STALL IS HANDICAPPED THE REALITY THAT NDICAPPED STALLS IT HAS ALSO BECOME A FAMILY STALL THAT STALL IS BEING USED BY ENTIRE FAMILIES >>WE DURING A BOARD MEETING WE HAD IT PARKED IN FRONT OF OUR OFFICE MADE A GENTLEMAN COME IN AND SAY WHAT’S THAT. WE SAID IT’S A SHOWER UNHE SAID CAN I TAKE A SHOWER. WE SAID OF COURSE. SO WE’VE HAD TOWELS DONATED BY LOCAL HOTELS. THEY’RE BEING LAUNDERED AT MARION COUNTY CORRECTIONS FOLDED AND GIVEN BACK TO US >>AND WE ALLOWED THIS GENTLEMAN TO GO IN AND TAKE A SHOWER. WE GAVE HIM A HYGIENE KIT THAT HAD SHAMPOO TOOTHPASTE TOOTHBRUSH >>NEW SOCKS AND NEW UNDERWEAR. AND WHEN HE CAME THERE WAS A PICTURE IN THE FRONT PAGE OF STATESMAN JOURNAL OF HIM WEARING A UNITED WAY T SHIRT SAYING THAT WAS THE BEST THING THAT EVER HAPPENED TO HIM IN FOUR YEARS >>ONE OF THE THINGS THAT HE TOLD US DURING THAT SHOWER AFTER THAT SHOWER IS THAT IT WAS THE FIRST TIME HE LOCKED THE DOOR BEHIND HIM AND OVER A YEAR >>THAT IS WHAT >>YOUR DOLLARS ARE DOING THINGS LIKE THIS >>SO HOW CAN YOU HELP THE CAMPAIGN OF THE WORKPLACE >>CAMPAIGN IS OUR BREAD AND BUTTER FOR UNITED WAY. THOSE DOLLARS GO BACK INTO OUR COMMUNITY IMPACT WHICH ALLOWS US AS UNITED WAY BOARD MEMBERS UNITED WITH STAFF AND UNITED MAKE BEING MEMBERS TO DECIDE WHERE THOSE DOLLARS GO INTO PROGRAMS LIKE WHAT I JUST DESCRIBED WE ALSO HAVE OUR L.A. PROGRAM AND EXECUTIVE PROGRAMS SO IF YOU FEEL LIKE VOLUNTEERING THERE’S ALWAYS AN OPPORTUNITY TO DO WHAT I’M DOING RIGHT NOW AND SPEAK IN FRONT OF FOLKS AND LET THEM KNOW ABOUT THE GREAT WORK THAT I WAS DOING. SO WOMEN UNITED I WANT TO TALK ABOUT WOMEN I REALLY QUICKLY IT’S A BRANDING CONCEPT IT’S NOT A BRAND NEW ORGANIZATION IT’S AN ARM OF WOMEN UNITED OR UNITED WAY WORLDWIDE >>WOMEN UNITED HAS 75000 MEMBERS STRONG NATIONALLY AND IN APRIL OF THIS YEAR WE STARTED A WOMEN UNITED PROGRAM AND WE HAVE A COUPLE BOARD MEMBERS THAT ARE ATTENDING. BUT FOR THE MOST PART IT’S JUST PEOPLE FROM THE COMMUNITY THAT WANT TO BE PART OF AN GANIZATION FALLS CITY SCHOOL DISTRICT REACHED OUT TO US AND SAID THAT THEY WERE LOOKING FOR SOME GRANT FUNDS OR SOME FEMININE HYGIENE PRODUCTS >>AND THEY WERE HAVING ABOUT HALF 3 FOUR OF THEIR 82 >>STUDENTS THATWERE MISSING SCHOOL UP TO ONE WEEK >>PER MONTH DUE TO LACK OF FEMININE HYGIENE PRODUCTS. >>WOMEN UNITED MADE SOME PHONE CALLS ASK THEM >>OTHER SCHOOLS IF THIS WAS A PROBLEM AND THE ANSWER WAS A RESOUNDING YES. >>THAT WAS BROUGHT TO OUR ATTENTION IN JUNE. ON SEPTEMBER 25TH WE HELD AN EVENT AT BARROW ISLAND CAKE. >>SHE ACTUALLY LABELED A WINE THAT WE WANT FIVE DOLLARS FROM EACH BOTTLE GOES DIRECTLY BACK TO THIS PROJECT BUT WE COLLECTED OVER TEN THOUSAND TAMPONS AND PADS PUT THEM INTO INDIVIDUAL PACKETS TO THE TUNE OF NINE HUNDRED AND SIXTY FIVE PACKETS AND THERE WAS WENT OUT TO 18 SCHOOLS ON MONDAY THROUGH WOMEN UNITED >>WITH THE EVENT THE STAFF TIME AND VOLUNTEERISM THAT EVENT. THAT PROJECT CLEARED THIRTY SEVEN HUNDRED DOLLARS WHICH WE TURNED AROUND A PURCHASE MORE FEMININE HYGIENE PRODUCTS THAT WILL BE PACKAGED AGAIN BY THE WOMEN AT GRACE HOUSE AND SMOKE A AND WILL GO BACK OUT TO MORE OF THE 82 SCHOOLS AND SHELTERS THAT ARE IN OUR AREA. >>ONE OF THE THINGS THAT VICTNS THAT TO ME RECENTLY WHO WORKS FOR A U.S. BANK THAT WHAT UNITED WAY SPEAKS ABOUT UNITED WAY DOES AND THIS IS JUST AN EXAMPLE HAT. ANY QUESTIONS >>I DON’T REALLY SO. ALL RIGHT >>YOU’RE ON THE BOARD. WELL YEAH. YOU KNOW WELL I JUST I JUST WANT TO SAY I’VE SERVED ON THE BOARD NOW I THINK FOR ABOUT FIVE YEARS UNITED WAY AND AT OUR LAST BOARD MEETING. AND ME. I’M ACTUALLY GOING TO BE CHAIR NEXT YEAR OF THE BOARD WHICH TRY TO BE PERFECT I >>KNOW THAT MY TRAINING HAS BEEN WITH >>YOU SO I DON’T KNOW IF I’LL EVER MAKE THAT HAPPEN BUT AT OUR LAST FULL >>BOARD MEETING IT WAS IT WAS ONE OF THE DISCUSSIONS BECAUSE WE HAD A PRESENTATION WAS EVEN IN MORE DEPTH THAN THIS ABOUT WHAT’S GOING ON. ONE OF THE BOARD MEMBERS SAID WOW ALL >>AND WE DON’T REALLY KNOW ABOUT IT AND THAT’S WHEN THAT’S WHEN AN ORGANIZATION IS REALLY ON ALL ITS ALL CYLINDERS WHEN THERE’S THINGS GOING ON AND THE BOARD DOESN’T KNOW OR GETS PRESENTATION AND FINDS OUT ABOUT IT. THE LEADERSHIP AND THE STAFF AT UNITED WAY HAVE REALLY TURNED THE UNITED WAY AROUND IN OUR COMMUNITY AND ARE DOING GREAT THINGS >>AND I WANT TO MENTION >>THAT >>STEPHANIE YOU POINTED OUT TAYLOR’S HOUSE AND THE SHOWER THOSE IDEAS CAMEFROM HIGH SCHOOL STUDENTS THAT SERVE ON UNITED WAY BOARD. AND THEY WENT OUT AND PROMOTED THAT RAISED A LOT OF THE FUNDS FOR IT. SO WE HAVE YOUTH THAT ARE INVOLVED AT UNITED WAY AND THAT’S REALLY IMPORTANT IN OUR COMMUNITY. I THINK WE ALL KNOW OUR COMMUNITY HAS A LOT OF >>BUSINESS PEOPLE HAVE BEEN VERY SUCCESSFUL THAT HAVE CONTINUE TO DONATE AND MAKE THINGS HAPPEN. BUT WHEN YOU HAVE YOUTH IN HIGH SCHOOL AND COLLEGE STUDENTS STEPPING UP AND HAVING THOSE IDEAS AND MAKING THEM HAPPEN AND THEN HAVING LEDERS AROUND THEM LIFT THEM UP IT’S A GREAT THING TO SEE IT HAPPEN. SO >>I WANT TO THANK YOU AND OBVIOUSLY RON AND THE ENTIRE STAFF FOR FOR WHAT YOU’RE DOING AND I WOULD WISH THERE >>WAS A WAY TO GET THIS WHOLE MESSAGE OUT TO EVERY EMPLOYEE. SEVENTEEN HUNDRED EMPLOYEES IN MARION COUNTY BECAUSE THE FUNDS THAT WE DO OR THE HOURS WE PUT IN NOW FOR THIS ORGANIZATION ARE MULTIPLYING THROUGHOUT THE COMMUNITY IN MANY MANY WAYS. SO >>I KNOW COMMISSIONERS WORKING ON HOUSING AN CHALLENGES AND WE’VE GOT SOME OF OUR PLANNERS SITTING IN >>BACK THE CHALLENGES ON THOSE >>THOSE MANY HOUSES IS WHERE DO YOU PUT >>THEM AT? IS THE PLACE TO DEVELOP A PLACE WHERE YOU CAN HAVE THOSE THINGS. AND I’VE BEEN IN THAT HOUSE. >>HE’S GOING TO LAUGH AT I I COULD LIVE IN IT. YEAH IT’S VERY COMFORTABLE. YEAH. AND IT’S BECAUSE I LIVE IN MY CAR. I JUST TOOK THIS THING >>AND HE JUST TOOK THE PLEDGE SO YOU CAN’T SAY ANYTHING MEAN TO ME RIGHT. BUT BUT THAT’S REALLY NICE THE SHOWERS. I TOWARD THE SHOWER AND SOJUST WANT TO SAY THANK YOU AND I HOPE WE AS MARION COUNTY CAN CONTRIBUTE AND I KNOW OUR EMPLOYEES REALLY REALLY CARE ABOUT OUR COMMUNITY SO WE’LL WE’LL DO THE BEST WE CAN TO DO IT. IN FACT I JUST LOOKED AT MY CAMPAIGN FORM I THINK IT WAS ON MY EMAIL SPRITE FIVEDAYS GO BUT I JUST GOT TO IT YESTERDAY. SO WE’LL BE >>YOU WITH SEVENTEEN HUNDRED EMPLOYEES AND YOU THINK HOW DOES MY FIVE DOLLARS PER MONTH MAKE A DIFFERENCE. IT ADDS IT MAKES A HUGE DIFFERENCE IN WITH OUR COMMUNITY PARTNERS WE’RE LEVERAGING THOSE DOLLARS THEY’RE STRETCHING FURTHER THESE DAYS THAN THEY HAVE IN A LONG TIME >>GREAT WELL LET’S SAY YOU WANT TO ADD TO. WHY I DO HAVE INFORMATION ABOUT SOME OF OUR DEPARTMENT FUNDRAISERS IF YOU’D LIKE TO HEAR ABOUT. YES. OK. SO WE DO HAVE PUBLIC WORKS IS DOING THERE. SO THAT THEY DO EVERY YEAR WITH THEIR DEPARTMENT AND THEY HAVE A BAKE SALE COMING UP ON OCTOBER 15TH FROM 9:00 TO 4:00 P.M. AND THAT’S PUBLIC WORKS BUILDING ONE SHERIFF’S OFFICE IS DOING THEIR CHILI SOUP FEED ON OCTOBER 16TH FROM ELEVEN THIRTY TO ONE THAT’S IN THE COURTHOUSE BASEMENT AND THEN THE BOARD’S OFFICE WITH LEGAL COUNSEL DOING OUR ANNUAL BREAKFAST. AND 8:00 TO 10:00. AND THAT WILL BE IN THE COMMISSIONER’S BOARDROOM WE’VE >>INVITED ALL THE DEPARTMENTS WANT TO DONATE FOOD FOR THAT FUNDRAISER >>AND THEN WE ALSO HAVE DEPARTMENT’S THAT ARE FOCUSING LESS ON RAISING MONETARY FUNDS. THEY ARE LOOKING >>AT DOING IN KIND DONATION FUNDRAISER >>FOR THE RED CAR PROJECT. YES. THANK YOU. >>SO THEY ARE ASKING THEIR ANCIENT FEMININE HYGIENE PRODUCTS FOR THAT AND THEN THEY’LL HAVE AN EVENT TO PACKAGE THOSE AND THEY ARE STILL IN PLANNING STAGES FOR THAT. WE DON’T HAVE AN EXACT DATE FOR THAT FUNDRAISER. SO THOSE ARE SOME OF THE THINGS THAT COUNTY DEPARTMENTS ARE DOING >>WE DO ALSO HAVE THIS YOU’RE AN INTERNET UNITED WAY PAGE THAT WE’VE DEVELOPED SO THAT DEPARTMENTS CAN SHARE INFORMATION ABOUT THEIR FUNDRAISING EVENTS AND PEOPLE CAN GET ON THERE THEY CAN ACCESS >>THE PLEDGE FORM AND ALL OF THE KEY DATES FOR OUR CAMPAIGN I AM ALWAYS AVAILABLE TO COME IN AND DO YOU DEPARTMENT MEETINGS AS WELL EVEN IF IT’S JUST YOU KNOW SMALL AND INTIMATE TO GIVE THIS KIND OF INFORMATION THE RED CAR PROJECT WAS A HUGE DISCUSSION WHEN I CAME IN WITH THE CAMPAIGN CHAIRS FOR EACH DEPARTMENT IN THEY’RE VERY INTERESTED IN IT. AND SO I KNOW IF THERE’S SOMETHING THAT’S PASSIONATE ABOUT A CERTAIN DEPARTMENT I’M HAPPY TO COME AND DO THAT AS WELL >>LISA THANK YOU FOR YOUR ORGANIZATION AND LEAVING THIS INNER INNER COUNTY ABSOLUTELY PAID BIG DIVIDENDS. THANK YOU. IT’S JUST A GOOD GUESS. THANK YOU FOR BEING HERE. APPRECIATE THANK YOU FOR YOUR PRESENTATION. THANK YOU VERY >>MUCH FOR ALL YOU’RE DOING. GREAT. THANK FOR THOSE THAT ARE HERE FOR OUR PUBLIC HEARING AT NINE THIRTY >>WHICH IT’S 940 JUST THE WAY WE DO BUSINESS. WE’LL GO THROUGH OUR NORMAL BUSINESS AND WE’LL START THE PUBLIC HEARING IMMEDIATELY AFTER. SO I WANT TO MAKE SURE THAT THERE WASN’T TOO MUCH CONFUSION OUT THERE. >>SO WE’LL GO RIGHT INTO OUR CONSENT CALENDAR >>COMMISSIONER IF YOU WANT TO DO THAT MR. THAT DECISION WAS APPEALED TO THE BOARD LOOKS OUT FOR THE BEYOND HELD A PUBLIC HEARING WHERE EVIDENCE WAS SHOWN THAT THE BUSINESS DID NOT IN FACT WAS NOT ABANDON THE BOARD ULTIMATELY APPROVED THE REQUEST. SO TWO CONDITIONS. EXHIBIT B OF ORDER 17 27. THE CONDITIONS REQUIRED THAT NO MORE THA 25 PERCENT THE INCOME GENERATED FROM THE BUSINESS TO COME FROM NON FORMULATED VEHICLES CONDITION ALSO REQUIRE THE OPERATO MAINTAIN DETAILED RECORDS AND SUBMIT A USUALLY REPORT THE PREVIOUS YEAR THE INCOME AND FAILURE TO MAINTAIN 75 PERCENT OF THE SALES FOR LOCAL COMMUNITY ANY IN ANY GIVEN YEAR SHALL NOT IN LF BE GROUNDS FOR DRUMMOND TO RATE OR DISALLOW THE USE UNLESS THOSE SALES FALL BELOW 50 PERCENT FOR TWO CONSECUTIVE YEAR CREIT INFORMATION SUBMITTED BY THE APPLICANT REPORTS TWENTY NINE POINT EIGHT PERCENT OF THE INCOME IN 2017 AND THIRTY SIX POINT FORTY THREE PERCENT OF THE INCOME IN 2013 WAS FROM THE LOCAL AGRICULTURAL COMMUNITY SINCE THE INCOME GENERATED FROM THE LOCAL COMMUNITY AGRICULTURAL COMPANY DOUBLE 51 PERCENT FOR PEOPLE SEVENTY YEARS PUTTING BOTH THE PERIOD APRIL 24TH DIRECTOR POSITION WAS APPEALED THE HEARINGS OFFICER CONDUCTED A PUBLIC HEARING ON MAY 14TH AND ON SEPTEMBER 10TH ISSUED A DECISION UPHOLDING THE REVOCATION DENIED THE PETITIONERS REQUESR ADDITIONAL TIME TO MEET CONDITIONS HEARINGS OFFICER A DECISION WAS APPEALED TO WORK FROM SEPTEMBER 20 IN THE APPEAL TO THE BOARD THE PROPERTY OWNERS SUBMITTED A NUMBER OF LETTERS IN SUPPORT OF THE BUSINESS PROPERTY OWNERS IN THE AREA AND ARGUED THAT FORCING THE BUSINESS TO CLOSE AND CAUSE A HARDSHIP. HE FURTHER REQUESTED THAT THE INCOME’S GOING TO BE LOWERED FROM 75 PERCENT TO 51 PERCENT THE BOARD HAS THE OPTIONS OF ACCEPTING THE APPEAL THE REMAINING MATTER BACK TO THE HEARINGS OFFICER EXCEPT IN THE APPEALS GO TO A PUBLIC HEARING WITH A HEARING SUGGEST THE HEARING DATE OCTOBER 30TH OR LATER DENY THE APPEAL HOLD THE HEARINGS OF HIS DECISION APPOINT THE REVOCATION OF THE PERMIT STAFF RECOMMEND THE BOARD DENY THE APPEAL AND UPHOLD THE HEARINGS UMPIRE’S DECISION I’LL BE HAPPY TO TRY TO ANSWER QUESTIONS SO I REER THIS >>SEVERAL TIMES AND I WANT TO JUST A COUPLE OF THINGS BECAUSE THIS WAS A COUPLE OF FEW YEARS AGO WE ACTUALLY PROVE THIS IF REMEMBER RIGHT >>AND AT THE TIME WE WERE WORKING ON A SYSTEM FOR FOLLOW UP TO MAKE SURE CONDITIONS WERE BEING USED ARE BEING MET JOE. SO LET’S FORGTHIS CASE FOR IF THIS IS APPROPRIATE FROM A LEGAL COUNSEL STOP ME IF I’M GOING OFF IN THE WRONG PLACE. IS THISA GOOD EXAMPLE OF HOW WE’RE FOLLOWING >>UP NOW ON CONDITIONS AND MAKING SURE THEY’RE BEING USED AND CAN YOU CAN YOU TELL ME HOW THIS IS COME TO OUR ATTENTION WAS A COMPLAINT DRIVEN OR WAS IT STAFF IT WAS A COMBINATION WHEN THE REPORT FIRST REPORT CAME INTO 2017 FOR THAT YEAR THE NEIGHBORS CONTACTED ME ABOUT THE REPORT AND WE’RE >>CONCERNED ABOUT THE AMOUNT OF AUTO REPAIR GOING ON THEY’RE NOT FARM EQUIPMENT REPAIR. >>I EXPLAINED THAT THE WAY THE AUDIT THE WAY THE BOARD PASSED THE ORDINANCE THAT THEY WOULD HAVE TO DO ANOTHER TWO YEARS IN A ROW UNDER 50 PERCENT BEFORE WE COULD DO REVOCATION SO IN THE SECOND REPORT CAME IN. ONCE A I WAS CONTACTED IMMEDIATELY BY A CONCERNED NEIGHBOR AND AND WAS ALREADY IN THE PROCESS OF REVOKING THE PERMIT. SO THEY ARE SELF REPORTING THEIR THEIR SALES VOLUME BASED ON FARM EQUIPMENT VERSUS AUTO EQUIPMENT >>AND CUSTOMERS. YES. OKAY JUST PRETTY SIMPLE I MEAN WHEN WE GIVE A CONDITAND KIND OF GIVE THEM A BREAK WE SAY YEAH WE’LL MAKE WORK UNDER THESE CONDITIONS AND THEN WHEN THEY DON’T FOLLOW THROUGH YOU’RE KIND OF DONE. SO THAT’S HOW MY VOTE WILL BE SO I DO HAVE ON MORE ONE MORE QUESTION DOES THIS OUR LAND USE ALLOW US TO LOWER IT FROM 75 TO 51 PERCENT I WANT LEGAL COUNSEL ADDRESSED THAT I BELIEVE >>THEY WOULD HAVE TO SUBMIT A SEPARATE APPLICATION TO DO THAT SO >>THEY’D HAVE TO START ALL OVER BASICALLY AND THAT IS PURSUANT TO ARE ALL CODE SEVEN POINT 1 1 0 6 8 0. >>THE MICROPHONE THAT ALL OF THAT UNDER >>SEVEN POINT 1 1 0 6 8 0 ARE OUR INTERPRETATION IS THEY WOULD HAVE TO START OUR PROJECT. >>SO WE. SO WHAT I’M FROM THAT WE CAN’T EVEN DO WHAT THEY’RE REQUESTING US TO DO ON A LEGAL BASIS. WE HAD THAT DISCUSSION THIS MORNING AND AGREEING WITH THAT YES SURE. SO I WAS READING A LETTER THAT LOOKS LIKE THE COUGH AND STEIN SENT AND SAYS WHO’S WE’RE ASKING TO CONSIDER LOWERING OUR STANDARDS OF THE 51 PERCENT OF OTHERS. BUSINESSES ARE SET UP. WHEN I READ THE OVERVIEW HERE MY UNDERSTANDING IS THAT THE REASON THIS IS BEFORE US IS BECAUSE THEY DIDN’T MEET A 51 PERCENT STANDARD FOR TWO YEARS IN A ROW IS THAT RIGHT SAID >>FRED. SO NO 51 50 WOULD NOT MEET 51. THEY HAVE COME TO A DECISION IN THE HEARINGS AFTER ARGUING THEIR SALES PRUSSIAN IP GROSS THE INCOME FROM FARM LATER PERIODS REPAIRS FALLS BELOW WHICH ONE PERCENT TWO CONSECUTIVE YEARS AND AND IT LOOKS LIKE IN THE IN THE FACTS 29 PERCENT THE INCOME IN 2017 AND 36 PERCENT 2018 IS FROM A LOCAL CULTURAL COMMUNITY. SO THEY DIDN’T MEET THE 51 PERCENT OF THE LAST TWO YEARS. SO EVEN IF THEY APPLIED WOULD THEY BE ABLE TO MEET THE 51 PERCENT STANDARD I CAN’T >>ANSWER THAT QUESTION. RIGHT >>THE IDEA WAS TO ALLOW THEM A CHANCE AN OPPORTUNITY TO INCREASE THEIR VOLUME AND SEE IF THEY COULD MEET THAT IN A WAY THAT THAT WOULD WORK IS THEY WOULD HAVE TO SUBMIT A NEW APPLICATION WITHOUT YOUR SAYING. CORRECT. OKAY. WELL THIS TO ME THIS IS ANOTHER CASE PEOPLE THAT BE ABLE TO RUN THEIR BUSINESS AND DO IT BUT ARE OUR STATE LAND USE LAW ARE RESTRICTING US TO WHAT WE CAN AND CANNOT ALLOW. AND WE HAVE TO FOLLOW THE WE HAVE TO FOLLOW THAT PROCESS. AND YOU KNOW I GOT NEIGHBORS THAT WANT THEIR CARS REPAIRED. THEY GOT FARM EQUIPMENT WE CAN’T HELP THEM. THAT’S WHY I’M LOOKING AT THIS ONE LET’S THERE’S ANOTHER WAY HAVE THEM REAPPLY A NEW >>APPLICATION AND I THINK COMMISSIONER’S POINT THEY COULD REAPPLY AT THE 51 PERCENT EVEN THOUGH THEY HAVEN’T BEEN MADE MAKING IT THEY COULD GET A CONDITIONAL USE TO MOVE FORWARD FOR TWO MORE S TO SEE IF THEY CAN MEET 51 PERCENT THEY COULD ATTEMPT THAT YES. YEAH THAT’S HOW THEY WOULD DO IT. OKAY. OR THEY COULD DO HIS OWN >>CHANGE TO HIS OWN THAT WOULD ALLOW THIS TYPE OF BUSINESS THAT WOULD BE A SECOND ANOTHER OPTION THAT THEY COULD PURSUE THIS YEAR. I THINK COMMISSIONERS TO ME. YEAH. AND WHAT WHAT DO YOU RECOMMEND HERE SAM. WELL THE STAFF RECOMMENDATIONS DENIED THE APPEAL AND PULLED THE HEARINGS OFFICERS DECISION AND THAT’S THY YOU’RE LEANING AS WELL. YES. OKAY. MR. CHAIR I MOVE THAT WE DENY THE APPEAL AND UPHOLD THE ING >>OFFICERS DECISION DENYING THE REQUEST AND THEREBY REVOKING SEE YOU 16 DASH 0 1 4 SECOND WAVE MOTION AND SECOND THIS REALLY BOTHERS ME. BUT WE WANT TO ENCOURAGE THEM TO REAPPLY. THAT’S WHAT I. THAT’S WHAT I WANT TO SAY AND ONE OTHER POINT. THE ORIGINAL CONDITIONAL USE IT ALLOWED THE FARM MACHINERY REPAIR DOES NOT THAT’S NOT REPO. THEY STILL DO JUST FARM MACHINERY REPAIR THEIR IT’S JUST THE IT WAS JUST ADMITTED CONDITION THAT ALLOWED THE ADDITIONAL AUTOMOBILE. OKAY >>SO IF I HAVE A TRUCK AND IT’S A FARM TRUCK I CAN TAKE IT THERE AND GET IT REPAIRED IF IT’S FARM EQUIPMENT. YES. FARMING. OKAY. ALL RIGHT AND THEY COULD REAPPLY FOR THE AUTOMOBILE IN THE FUTURE ALL RIGHT. SO WE HAVE A MOTION A SECOND. ANY FURTHER DISCUSSION SEEN ON ALL THOSE IN FAVOR SIGNIFY BY SAYING I I I I ALL RIGHT >>I ALWAYS TELL MY KIDS YOU DON’T OWN YOUR PROPERTY YOU RENT IT FROM THE GOVERNMENT AND THEY TELL YOU WHAT YOU CAN DO WITH IT. OK. WE ARE IS >>THAT OUR LAST ONE. YEAH. THAT’S OUR LAST ACTION I AM SO WE WILL OPEN A PUBLIC >>HEARING CONSIDER >>CONSIDER LEGISLATIVE AMENDMENT L.A. CASE NUMBER 19 DASH 0 0 3 URBAN SLASH URBAN AND RURAL ZONE CODE AMENDMENTS RELATING TO BEEKEEPING IN RESIDENTIAL ZONES. JOE YOU GONNA KICK OFF ONCE AGAIN >>FOR THE RECORD JOE FENIMORE ON JULY 3RD 2019 THE BOARD OF COMMISSIONERS ADOPTED A RESOLUTION INITIATING >>AMENDMENTS TO THE MARION COUNTY URBAN AND RURAL ZONE CODES RELATED TO KEEPING BEES AND RESIDENTIAL ZONES. THE RETION REFERRED THE MATTER TO THE MARIN COUNTY PLANNING COMMISSION FOR A PUBLIC HEARING AND RECOMMENDATION THE PLANNING COMMISSION HELD ITS PUBLIC HEARING ON AUGUST 20TH AND RECOMMENDS TE BOARD ADOPT THE SAME STANDARDS WERE ADOPTED BY THE CITY OF SALEM THE RECOMMENDATION INCLUDES A BEACH MAYBE CAMP AN IRA AT ANY RESIDENT’S COMMUNITY GARDEN OR ON A LOT OWNED BY A SCHOOL GOVERNMENTAL AGENCY A RELIGIOUS ORGANIZATION A PROPERTY ZONED ARSON SINGLE THING RESIDENTIAL OR CURRENT DEVELOPMENT IN MARIN COUNTY SUBJECT TO STANDARDS LIMITATIONS WHICH WOULD INCLUDE A MAXIMUM OF FIVE HIVES PROVIDED HOWEVER A MAXIMUM NUMBER COULD BE TEMPORARY INCREASED TO 7 0 DURING THE MONTH OF APRIL THROUGH AUGUST >>EACH CALENDAR YEAR. THE HIVE SHALL COMPLY WITH A SET BACK REQUIREMENTS FOR THE ZONE AREA IN THREE MAIN BUILDINGS LOCATED ON A PROPERTY THE HIVES SHALL BE LOCATED >>IN THE CIDER REAR YARD IF A HIVE IS LOCATED IN 25 FEET OF A PROPERTY LINE >>EITHER NUMBER ONE A FLYWAY BARRIER OR AT LEAST SIX FEET IN IGHT WE MAINTAIN PARALLEL TO THE PROPERTY >>LINE FOR A MINIMUM OF TEN FEET IN EITHER DIRECTION OF THE HIVE >>THE FINAL BARRIERS SHALL CONSIST OF A WALL FENCE DENSE VEGETATION OR COMBINATION THEREOF OR SECONDLY THE PIPE SHOULD BE ELEVATED TEN FEET ABOVE GRUND >>LEVEL A COURT THAT SUPPLY WATER SHOULD BE PROVIDED WITHIN 15 FEET TO BE TIED ON THE PROPERTY. EACH BEEKEEPER SHALL ENSURE THAT NO BEE CO OR WAX IS LEFT UPON THE PROPERTY GROUNDS TO PREVENT ROBIN FROM OTHER BEES >>AND ATTRACTING PREDATORS. HOW SHALL WE MAINTAIN A CONDITION SUCH THAT BEES ARE NOT PRODUCED NOISE OR ODORS THAT BREEDS NUISANCE FOR ADJACENT PROPERTIES. IF BEE HIVE OR GROUP OF FIGHTERS LOCATED IN A COMMUNITY GARDEN OR NOT OWNED BY SCHOOL GOVERNMENTAL AGENCY OR RELIGIOUS ORGANIZATION A SIGN WARNING OF THE HIVE SHALL BE INSTALLED AS THE PRIMARY PUBLIC INTEREST OF THE PROPERTY WARNING SIGNS SHALL BE LEAST 10 INCHES BY 10 INCHES. NO SALE OF HONEY BEES IS ALLOWED. >>IF THE BOARD CHOOSES TO APPROVE THE AMENDMENTS AS RECOMMENDED WERE PART OF THE ADOPTION OF TWO SEPARATE ORDINANCES AND A SUBSEQUENT BOARD SESSION ONE >>ORDINANCE WILL ADD BEEKEEPING STANDARDS TO MARIN COUNTY CODE TITLE 6 ANIMALS OR WE HAVE THE CHICKEN STANDARDS AND THE DOG CONTROL STANDARDS. >>THE OTHER REALM IN THE ZONE CODES TO REFER THOSE STANDARDS. CONTINUING THE PUBLIC HEARING CLOSED HEARING AND LEAVE THE RECORD OPEN CLOSED THE HEARING AN APPROVE DENY OR MODIFY THE PROPOSED AMENDMENTS >>ONCE AGAIN THE PLANNING COMMISSION RECOMMENDS THE BOARD APPROVE THE AMENDMENTS IN THE CODE TO ALLOW BEEKEEPING SUCH TO THESE STANDARDS. I WILL TRY TO ANSWER QUESTIONS. OKAY >>SO ANY QUESTIONS FOR JOE >>RIGHT NOW. YEAH. SAM DO YOU I’VE SEEN A LIST. I’M ALL FINE WITH EVERYTHING BUT I’M JUST A LITTLE I >>CAN’T QUITE FOLLOW THROUGH THE THINKING ON THAT NO >>COMMERCIAL SELLING OF THE OF THE PRODUCTS AND I’M THINKING >>THIS ISN’T LIKE IT TRUCKLOADS CO OUT OF FIVE TO SEVEN HIVES. >>SO WHO CARES WHY IS OUT OF TROUBLE ANYBODY. >>THA WAS THE THAT WAS THE SAME PATH WE FOLLOWED THE CHICKENS. NO OF CHICKENS BREAKS THOUGH WE CONTINUE TO FORWARD HERE. THERE WAS THE SAME. I’M SORRY IT WAS THE SAMEPATHWAY AS WHAT WHEN WE WHEN WE ALLOWED KEEPING CHICKENS IN THE URBAN GROWTH BOUNDARY WE PROBABLY WOULD HAVE SEALED CHICKENS IN EGGS. SO LEAKING WAS THE DO THE SAME WITH THE BEES. >>IS THAT’S GOOD. IS THE CITY SAY ON THE SAME WAY. >>I DON’T KNOW IF THEY HAVE THAT PROHIBITION. OK I CAN CHECK THOUGH SO YOUR CONCERN IS THAT YOU CAN’T DRIVE BY AND BY SOMEBODY LOT OF BE RUNNING FOR ABOUT THIS. I THINK. APRIL E SPEAKING TO ME IF SOMEONE WANTS TO PROCESS IT AND SELL A CO OF JARS. WHAT’S WRONG WITH THAT. >>THAT’S ALL. BAADER RIGHT. >>OK ANY QUESTIONS FOR JOE. ALL RIGHT JOE THANK YOU WE’LL HAVE YOU COME BACK. THANK YOU. WE HAVE IT’S GREAT TO SEE >>SO MANY PEOPLE HERE PARTICIPATE IN THIS PROCESS. THANK YOU FOR BEING HERE WE HAVE A LONG LIST OF PEOPLE AND SO I’M GOING TO ASK YOU >>IF YOU CAN KEEP YOUR COMMENTS TO UNDER TWO MINUTES. THAT WOULD BE GREAT. AND IF IF YOUR COMMENTS ARE THE SAME AS SOMEBODIES BEFORE YOU YOU CAN JUST SAY SAME AS HE SAID WHATEVER SO WE HAVE. I’M GOING TO GO THROUGH THE LIRALPH IN SIGNED IS IT RALPH ROEDY RHODESIA. IF YOU CAN COME UP TO THE SIDE AND HARRY VANDERPOOL CAN COME UP TO THE SIDE AND FOR THE RECORD IF YOU’LL JUST INTRODUCE YOURSELF I’M RALPH NADER. I’M A LOCAL BEEKEEPER I ALSO REPRESENT THE OREGON STATE BEEKEEPERS ASSOCIATION AND THE LOCAL WILLAMETTE VALLEY BEE ASSOCIATION YOU HAVE A WRITTEN COPY OF MY PRESENTATION WHICH IS QUITE A BIT LONGER THAN WHAT I WOULD TAKE HERE? SUMMARY SOME OTHER SUMMARIZE IT OF A NUMBER OF YEARS AGO 40 50 YEARS GO. COUNTIES AND CITIES ADOPTED CODES REGULATING RESIDENTIAL BEEKEEPING IN MANY CASES THEY WERE SIMPLY A CARRY OVER FROM FARMING WHERE THEY SIMPLY SAID YOU CAN’T DO FARMING OPERATIONS INCLUDING BEEKEEPING IN RESIDENTIAL AREAS THAT’S WHAT M THE SAME THING SALE ABOUT 20 YEARS AGO FIGURED OUTHAT RESIDENTIAL BEEKEEPING IS REALLY A HOBBY. IT’S NOT FARMING AND SO THEY BEGAN THEY HAD A MORE LOUD 5 HIVE BACK IN THE EARLY 90S. THAT CODE DISAPPEARED AND THEY ALLOWED BEEKEEPING RESIDENTIAL BP KEEPING EVER SINCE THEN THERE’S BEEN NJOR ISSUES WITH RESIDENTIAL BEEKEEPING IN SALEM OR ANY R PLACE IN THE STATE OF OREGON THAT ALLOWS RESIDENTIAL BEEKEEPING ERIC CONCERNS RAISED BY NEIGHBORS. BUT THERE’S NO REAL INCIDENCES OF ANY MAJOR ISSUES WITH PETS REPEAT GUILTY AND STUFF. I MEAN IT’S PROVEN YOU CAN JUST LOOK AT TALK TO SAY ABOUT THAT NOW ABOUT IN 2015 >>THE STATE LEGISLATURE RECOGNIZED THIS ISSUE AS RESIDENTIAL BEEKEEPING BECAUSE THEY CONSIDERED INATOR PROBLEMS THROUGHOUT THE STATE YEARS EXTENSIVELY AND SO THEY PASSED ANOTHER BILLS PROTECT CROP POLLINATORS AND THEY PASSED A BILL THAT RECOGNIZED THAT RESIDENTIAL BEEKEEPING IS A REASONABLE THING TO DO AND A DIRECTED ALWAYS YOU TO COME UP WITH SOME GUIDELINES THAT COULD BE USED BY COUNTIES AND BEEKEEPERS FOR KEEPING BEES SO THEY WOULDN’T BE A PROBLEM UNLESS YOU DID THAT ISSUE DID THE COUNTIES AND CITIES WERE SUPPOSED TO LOOK AT THOSE RESIDENTS THOSE RECOMMENDED GUIDELINES AND LOOK AT THEIR CODES AND MAKE ADJUSTMENTS ACCORDINGLY. THE DEADLINE FOR THE COUNTIES CITY TO DO THAT WAS JANUARY 1ST 2019 NOW MARION COUNTY DIDN’T DO IT ON TIME. NOW IT HAS AN OPPORTUNITY TO DO THAT. SALEM DIDN’T DO IT ON TIME BUT SALEM DID ON JUNE 24TH REVISE AN ADOPT A SPECIFIC CODE COVERING BEEKEEPING AND THAT’S WHAT JOEL RAY READ TO YOU EXCEPT FOR THE BAN ON COMMERCIAL ON SALES OK. THERE’S MARION COUNTY AND SALEM SHARE OF A HUGE RESIDENTIAL AREA R.S. ZONE OUT IN A JANUARY GARDEN PASSAGE AT DEFINITELY 2 MINUTE TAP THAT IS UNDER COUNTY HALF OF THAT TOWN IN THE CITY. WE SUGGEST THERE’S NO REASON WHY AFTER THE CITY DID EXTENSIVE REVIEW OF EVERYTHING THAT THE COUNTY SHOULD HAVE A DIFFERENT CODE IN THE CITY IT SHOULD BE THE SAME CODE THAT THE CITY DID AN EXTENSIVE JOB OF REVIEWTHE ISSUE OF BEEKEEPING CAM WITH GUIDELINES THEY THINK ARE REASONABLE TO REGULATE. SO WE SUPPORT THAT THE COUNTY ADOPT THE CITY AS SAYING IN BEEKEEPING WITH THE CAVEAT TWO THINGS ONE THAT YOU CLARIFY THAT THE SALE IS LIMITED TO RETAIL AND COMMERCIAL SALES OF HONEY OK AND BEES IT DOESN’T PREVENT BACKYARD SALES. SECONDLY WE THERE WAS SOME CONFUSION IN THE THIS 10 FOOT ELEVATION THE 10 FOOT ELEVATION IS BECAUSE IF YOU LOCATE THE HIVE ON A PORCH OR A BALCONY OR A ROOF THAT SHOULD BE 10 FEET HIGH. THAT’S WITHIN 25 FEET OF THE FENCE LINE. AND SO THE CODE IS A LITTLE UNCLEAR ON THAT AND THAT’S WHY THERE WAS ONE NEGATIVE VOTE IN THE PLANNING COMMISSION ABOUT A 10 FOOT APPRECIATE TIME AND IF I WENT OVER TO ONE TO TWO MINUTES I APOLOGIZE. >>APOLOGY ACCEPTED. NO BROKEN OK. HARRY GOOD MORNING. COUNTY COMMISSIONERS AND COUNCIL THANK YOU FOR LETTING ME COMMENT. HARRY VANDERPOOL. OREGON STATE BEEKEEPERS ASSOCIATION 7 1 2 8 SKYLINE ROAD. SALEM ON >>ISSUE OF AMENDING THE ZONE CODE TO ALLOW BEEKEEPING. I WANT TO COMMENT THAT THEY’RE KEEPING BEES AND THEY’RE URBAN AND RURAL ZONE WITH WILL NOT NEGATIVELY IMPACT THE SURROUNDING LAND USES OR ZONING. ORDINANCES >>IN FACT IF YOU TAKE A LOOK AT THE RURAL ZONES >>PARTICULARLY >>LIKE JAN REID TO USE AS AN EXAMPLE YOU’LL SEE THAT THAT ON ONE SIDE WE HAVE THE CITY OF SALEM THAT ALLOWS BEES AND THEN ON THE OTHER SIDE BECAUSE THESE RURAL ZONES OFTEN SERVE AS ALMOST A BUFFER BETWEEN THE URBAN AND RURAL CHARACTERIZED BY >>MIXED SIZE MIXED DENSITIES OF HOUSING OFTEN LARGER PLOTS THAT ARE THAT HAVE HOME ORCHARDS AND AND VEGETABLE GARDENS AND SO ON THAT THE PLACEMENT OF HONEYBEES IN THESE AREAS WILL ACTUALLY POSITIVELY AFFECT THE EXISTING AND SURRING LAND USES >>OUT IN THE RURAL AREAS. EXCLUSIVE FARM USE IN THE SPECIALTY AG ZONES. THE BEES ARE UNRESTRICTED USE INCLUDING COMMERCIAL USES AND THEN IN THE CITY OF SALEM WE HAVE ORDINANCE IS THERE THAT WORKS VERY SMOOTHLY. OVER THE LAST 20 YEARS THE DR. RODEO AND MYSELF TRAVELED THE STATE. WE DO FREQUENTLY WORKING WITH CITIES AND MUNICIPALITIES ON THIS VERY ISSU>>AND WHEN WE HAVE LEFT EVERY CITY COUNCIL MEETING OR PLANNING DEPARTMENT WE HAVE ALWAYS SAID YOU KNOW IF THERE’S ANY PROBLEMS HERE’S OUR CARD CALL US. WE HAE RECEIVED NO CALLS >>WITH PROBLEMS WITH BEES IN THIS CITY AND WE SHOULD EXPECT THAT WOULD BE THE SAME BETWEEN RURAL AND THE CITY OF SALEM THANK YOU OKAY. ANY QUESTIONS FOR >>YOU TO HAE A CAR. I HAVEN’T HAD ONE MORE COMMENT ON THE SALE WE DO WANT THEM TO BE ABLE TO SELL BEES. THIS IS ONE THING ABOUT BEEKEEPER THAT’S A GOOD BEEKEEPING NOW. I BELIEVE THE THING THAT SAYS NO SALES MEANS YOU PUT UP A BIG SIGN HARRY’S HONEY YOU KNOW KNOCK ON THE FRONT DOOR. WE DON’T WANT THAT. THIS IS NOT >>A COMMERCIAL ZONE BUT TO BE ABLE TO TAKE BEES OFF THE PROPERTY AND SELL THEM TO ANOTHER BEAK YOU WANT THEM TO BE ABLE TO DO THAT. THAT’S PART OF GOOD BEEKEEPING. OK >>SAYS SARA COMMENT FOR >>DR. RUDY IT SOUNDS REASONABLE TO ME BUT THE REASON THAT WE’RE DOING THIS IS NOT BEE SALEM DID IT. THEY DO THINGS THAT I DON’T ALWAYS AGREE WITH AND I’M NOT SURE I WROTE A LETTER WITH THAT. SO BUT THIS DOES SOUND REASONABLE TO ME. THANK YOU >>ALL RIGHT. OUR NEXT TWO GUESTS FOR TESTIMONY KATHY ROGERS AND SARAH ETCH ACTUALLY KATHY KATHY. YOU’RE IN. YOU’RE IN OPPOSITION. WHY DON’T YOU ST COME YEAH AND WE’LL JUST HOLD SARAH JUST WHAT YOU WANT TO IF YOU GOING TO HAND SOMETHING THEN YOU CAN MAKE COMMENTS OVER THERE ON THE MICROPHONE SO THAT RECORDED >>WELCOME >>IN. JUST FOR THE RECORD JUST INTRODUCE YOURSELF MY NAME IS KATHY GET IT REALLY CLOSE. THANK YOU I LIVE IN JOHN RAY. EVERYONE IS SPEAKING ABOUT THAT AREA AND I AM IN OPPOSITION TO I HAVE CHANGED ACTUALLY SINCE I TESTIFIED IN FRONT OF THE PLANNING COMMISSION FOR MARION COUNTY WHICH I DID COME IN I’VE CHD MY IDEAS ON THEN I WAS AGAINST BACKYARD BEEKEEPING >>I KNOW I’M ACTUALLY FOR BACKYARD BEEKEEPING WITH MASON BEES LIMITED TO MASON BEES BECAUSE LIVE MAY SOME BEES IF YOU LOOK AT YOUR INFORMATION THEIR SOLE JOB IS TO POLLINATE THEY DON’T STING HIGHLY UNUSUAL IF THEY DO STING THERE ARE NO THREAT TO PEOPLE AND THAT’S MY BIGGEST CONCERN I DID GO BEFORE I CAME BEFORE THE COMMISSION THE PLANNING COMMISSION I WENT AROUND TO MY NEIGHBORS AND ASKED HOW THEY FELT ABOUT IT IN JANUARY AND I GOT A PRETTY BROAD VIEW. PEOPLE ARE NOT FOR BEES IN BACKYARDS THEY CERTAINLY ARE NOT FOR FIVE HAVE HIVES IN OUR NEIGHBORING BACKYARDS THE COMMENTS. THE MOST COMMON COMMENT THAT I GOT FROM THE FOLKS THAT SIGNED THEY DID SIGN A PETITION IN OPPOSITION WHICH WAS GIVEN TO THE COMMISSION FIVE TO SEVEN BEE HIVES IN THE BACKYARD IS ENTIRELY TOO MUCH. SEVERAL PEOPLE SAID THEY ARE ALLERGIC TO BEE STINGS AND THAT’S ANOTHER BIG ISSUE. SOME NEIGHBORS IN MY NEIGHBORHOOD ALREADY HAVE BEE HIVES IN THEIR BACKYARD WHICH I DIDN’T KNOW BUT I SAID I WOULDN’T >>SNITCH THEM OFF BECAUSE THEY’RE NOT TECHNICALLY LEGAL YET ONE NEIGHBOR >>SAID HE’S A BEEKEEPER HE IS A BEEKEEPER BUT HE WOULD NOT SIGN MY LETTER OF SITION >>BECAUSE HE WILL NOT PUT BEES IN. HE DOES NOT BELIEVE IN BEES IN BACKYARDS DUE TO THE ALLERGIES OF PEOPLE THAT VE IN THE NEIGHBORHOODS SEVERAL PEOPLE SAID THEY LIKE BEES WHICH I DO TOO I HAPPEN TO THINK MASON BEES ARE BETTER AND TTER OPTION FOR RESIDENTIAL NEIGHBORHOODS. I LOOKED AT A MAP. THERE ARE FIVE DAYCARES WITHIN A CLOSE PROXIMITY OUT IN THE JAN HOME DAYCARES I THINK THAT’S AN ISSUE I THINK THE ALLERGIC REACTIONS FOR PEOPLE OF BEES. I THINK THE 10 FOOT BARRIER THAT THIS GROUP IS TALKING ABOUT TO THEN PROTECT YOU FROM THE NEIGHBORS OR THE FLIGHT OF THE BEES AND SO YOU’RE NOT >>ANNOYED THEY DON’T BECOME A NUISANCE FOR THE NEIGHBORS IS OBSTRUCTIVE IN R NEIGHBORHOODS AND I THINK I’D PROBABLY BE OFFENDED IF SOMEONE BUT A LOT OF JAN WRIGHT NEIGHBORS HAVE WATER FEATURES AS WELL. IF THESE BEDECIDE TO FORAGE >>THEY’LL BE IN MY POND IN THE BACKYARD I ALREADY HAVE THEM AND LET ME TELL YOU WHAT I FOUND THIS SUMMER IN MY BACKYARD BECAUSE I’M A GARDENER I WENT OUT AND LOOKED AT MY ROSE OF SHARON WHICH IS A BEAUTIFUL PLANT WITH PINK FLOWERS AND APPARENTLY THE BEES LOVE IT. AND I SAW THESE LITTLE UNUSUAL THINGST APPEARED TO BE LIKE A FLY. SOMONE SAID NO THOSE ARE YOUR MASON BEES. SO IN MY BACKYARD I HAVE HONEYBEES I HAVE MASON BEES AND I HAVE BUMBLEBEES. I HAVE BLUEBERRY PLANTS THAT PROBABLY PUT 10000 BLUEBERRIES THIS SUMMER. I HAVE TOMATOES I HAVE FLOWERS. I HAPPEN TO HAVE A BEE FRIENDLY YARD TOTALLY BY DEFAULT THEY HAPPEN TO LIKE WHAT I LIKE AND SO I’M SAYING THAT TO SAY THAT THERE IS A SHORTAGE OF BEES EVERYWHERE. I’M NOT SEEING IT AND NEITHER ARE MY NEIGHBORS. >>I RAN INTO FOUR OR FIVE OF THESE NEIGHBORS THAT HAD ALREADY HAVE MASON BEES SET UP IN THEIR YARD. THEY HAVE SOME OF THE MOST BEAUTIFUL GARDENS THERE. THEY’RE POLLINATORS THAT WHEN OS IS MY UNDERSTANDING WHEN OSB GOT THIS THING ROLLING WE WERE HAVING ISSUES WITH BEES DYING OFF. I UNDERSTAND THAT HONEYBEES AND I’VE LOST MY TRAIN. SO IT WAS BECAUSE WE NEEDED POLLINATE POLLINATORS RIGHT. SO WE HAVE POLLINATORS NOW IN MASBEES AND APPARENTLY THAT IS A NORTHWEST BEE. THAT IS WHAT THEY DO? THEY DON’T DO HONEY? YOU DON’T HAVE TO DO THE SELLING OF HONEY WHICH NOW THEY’RE CHANGING THEIR STAND. WE DON’T WANT JUST TO JUST TO GET BACK TO THE EGGS. I KNOW MY TIME IS SHORT HERE WE DON’T WANT SETTING UP LITTLE STANDS OR A LITTLE KNOWLEDGE YOU CAN DRIVE BY MY HOUSE AND BUY HONEY OR BUY BEES THAT THAT’S COMMERCIAL WE’RE A RESIDENTIAL NEIGHBORHOOD AND WE THE PEOPLE WANT TO KEEP IT THAT WAY. I THINK IF YOU >>WANT TO DO ALL OF THAT YOU DO LIKE THIS ONE NEIGHBOR YOU TAKE YOUR BEEKEEPING OUT AND THE FARM LANDS I DON’T HAVE A PROBLEM WITH THAT. WE HAVE TONS OF HONEY AROUND THIS COMMUNITY YOU CAN GO JUST ANYWHERE YOU WANT TO AND BUY HONEY LOGITECH MENTALLY NOT FROM SOMEONE IN A BACKYARD. I’M JUST SAYING TH THE BEEKEEPING HAS THE POTENTIAL TO TAKE AWAY THE LIVABILITY OF MY BACKYARD MY NEIGHBOR’S BACKYARD. LET ME TELL YOU A FEW INSTANCES AND I HAVE A NIECE IN ALASKA WHO’S A BEEKEEPER ANE ALSO SELLS TINY AND SHE NOW SELLS IT INTERNATIONALLY. SHE’S BEEN STUN MANY TIMES THAT SHE IS NOW HIGHLY ALLERGIC AND CAN’T EVEN WORK WITH HER BEES IN I HAD A LITTLE DOG AND MY NECK IN THE BACKYARD THAT GOT STUNG AND ENDED UP AT THE VET. YOU KNOW THIS IS THIS IS WITHOUEVEN HAVING BEES RIGHT NEXT DOOR TO ME. I GOT STUNG BY A BEE AND MY ARMS SWELL UP SO I HAVE ALLERGIC REACTIONS THIS IS A PEOPLE AND A BEE ISSUE. THIS IS NOT BEE ISSUE ONLY. AND EVEN AT THE COMMISSION THIS IS WHAT WAS NEVER TALKED ABOUT EXCSIONER WH THE FACT THAT THERE WERE >>THIS IS A PEOPLE ISSUE AND IF THIS IS A HOBBY FOR THESE PEOPLE I UNDERSTAND THERE’S A NEED FOR THE BEES AS WELL IN OUR SOCIETY IF THIS ISOBBY FOR THESE PEOPLE DON’T PUSH YOUR HOBBY ON ME I HAVE TO HAVE BARRIERS I HAVE TO PROBABLY DRAIN MY WATER IF I SEE A LOT OF BEES I MAY TAKE OUT THE PLANTS THAT I HAVE I DON’T WANT NEIGHBORS NEITHER DO THESE OTHER PEOPLE THE MAJORITY OF THE TO BE THAT >>CLOSE A PROXIMITY WHERE NOW WE HAVE TO PUT 10 FOOT BARRIERS SO YOUR BEES OVER HERE DON’T FLY OVER AND AND CHANGE THE DYNAMICS OF MY BACKYARD. AND I THINK I GOT MOST OF WHAT I HAD TO SAY I THINK MASON BEES ARE A FANTASTIC IDEA AND I’VE NOT HEARD THEM MENTION AT ALL. THEY ONLY SAY HONEY AND THEY DO IT IS LISTEDEVEN IN 0 8 JUST FOR OS YOU AS A LUCRATIVE BUSIN POLLINATING IT. AND I HAVE A PROBLEM WITH THAT BRING THAT INTO MY NEIGHBOR. WELL THNK YOU FOR BEING HERE AND BRINGING FORTH THAT. THANK >>YOU. THANK YOU FOR LISTENING. OKAY. NEXT ON MY LIST IS SARAH SARAH ESCH. NOW I SAY IT WELCOME. AN>>I CAN’T READ THE NIXON IT LOOKS LIKE JOHN >>MISER BUT JUST LIKE ME NOBODY CAN READ MY HANDWRITING EITHER WELCOME SARAH AND JOHN F YOURSELF. >>MY NAME IS SARAH ASHTON I’M A LOCAL BEEKEEPING ENTHUSIAST AND AN ENTOMOLOGIST MY NAME IS JOHN MISER. IT’S GOOD. GO AHEAD. AND SIR YOU COULD DO YOUR TESTIMONY AND THEN I’LL GO TO JOHN AFTER. THANK YOU LARRY. I >>SO LIKE I SAID I’M AN ENTOMOLOGIST AND I’VE ALWAYS HAD A PASSION FOR INSECTS OF ALL KINDS. BEES LOTS OF BEES >>I ACTUALLY GOT BEEKEEPING BEAUSE IT WAS A THING THAT MY GRANDFATHER DID. AND I WANTED TO TRY TO HELP KEEP THE KEEP THE IDEA ALIVE AND JUST I’VE NEVER HAD A PROBLEM WITH ANY OF THE BEES I’VE HAD MY NEIGHBORS NEVER HAD A PROBLEM WITH ANY OF THE BEES THAT I HAD. THEY WERE ALWAYS HAPPY TO GET THEIR JAR OF HONEY AFTER HONEY HARVEST SEASON AND I ALWAYS KEPT AN OPEN RELATIONSHIP WITH THEM SAID HEY IF YOU GUYS HAVE EVER HAD ANY PROBLEMS PLEASE COME AND TALK TO SO WE CAN GET THEM RESOLVED. I MEAN I’VE I’VE DONE SOME WORK WITH MASON BEES IN THE PAST AND THEY’RE THEY’RE GREAT POLLINATORS FOR EARLY SPRING BUT THEY REALLY JUST DROP OFF HALFWAY THROUGH THE YEAR BECAUSE THEY ARE NOT COLONIAL BEES. THEY GET THEIR LITTLE NESTS MADE THE LITTLE NEST SELLS PROVISIONED AND THEN THEY GO OFF AND THEY’RE GONE FOR THE YEAR THEY’RE GREAT FOR POLLINATING THINGS L THE EARLY YEAR CHERRIES AND APPLES AND THAT SORT OF THING. BUT OTHER THAN THAT THEY JUST KIND OF FALL OFF. THEY’RE NOWHERE NEAR THE POLLINATING POWER OF BUMBLEBEES OR HONEYBEES WHICH IS LIKE ONE THING TO BE WORRIED ABOUT IF YOU SAY YOU KNOW NO BEE. NO HONEYBEES EVER YOU’RE GOING TO HAVE A BUNCH OF PLANTS THAT HALFWAY THROUGH THE YEAR JUST DON’T POLLINATED UNLESS SOME BUMBLEBEES HAPPEN BY GREAT. THANK YOU PERFECT TIME. YES MY TIME WHERE SHE IS RIGHT UP TO YOU WANT TO GO LONGER BECAUSE I GAVE EVERYBODY >>ELSE JUST MORE TIME BUT IF YOU’RE DONE THAT’S FINE >>I’M DONE. OKAY THANK YOU. THANK YOU ALL RIGHT JOHN. MY NAME IS JOHN MEISNER. I AM A ENGINEER HERE IN SALEM. JUST WHEN I’M AT THE AIR JUST SAY HEY THANK YOU GUYS SO MUCH FOR HAVING US HERE IS A TRUE PLEASURE. >>THIS IS A GREAT EXPERIENCE SO I’M GLAD YOU GUYS ARE HEARING US OUT >>WANDA >>WE’VE HEARD ABOUT SALEM HAS HAD BEES AND IT’S NOT A PROBLEM WITHIN SALEM ITSELF ACROSS THE STREET INTO WHERE WE’RE TALKING ABOUT AND THERE ARE BEEKEEPERS OUT THERE BUT THEY’RE NOT OFFICIAL. SO WE’RE LARGELY TALKING ABOUT TRY AND MAKE SOMETHING THAT PEOPLE ARE DOING LEGAL ALREADY? WHAT I WANT TO COVERED IS WHY THIS IS IMPORTANT SARAH’S IS MY WIFE. WE GOT INTO BEEKEEPING BECAUSE BEES ARE DYING BEES ARE DYING AT 25 PERCENT A YEAR. COMMERCIAL BEEKEEPERS THE GUYS WHO SAY THAT THEY KNOW WHAT THEY’RE DOING THEY’RE DOING EVERY SINGLE THING PROPERLY RIGHT. THEY LOSE 25 PERCENT OF THEIR HIVES EVERY SINGLE YEAR. THAT IS NOT A SUSTAINABLE NUMBER FOR A A LIVESTOCK ANY >>KIND OF IMAL. AND IT’S JUST THROUGH OUR SHEER DETERMINATION AS HUMANS THAT WE ARE KEEPING THE SPECIES ALIVE THAT IF WE START TO DROP OFF >>THAT WE’VE HAD A COUPLE OF BAD YERS IN A ROW THAT IF WE DO LIKE THE BANANAS AND CABBAGE DISHES THT WE HAVE A SOME KIND OF DISEASE THAT HITS OUR SPECIES THIS WILL SPREAD LIKE WILDFIRE THROUGH OUR ENTIRE THING AND KILL THEM >>THE CURRENT FOR VARROA >>MITE HAS BEEN. IT WAS CAME OVER IN THE 80S AND HAS BEEN WHAT HAS DEVASTATED THE BEE BEE COLONIES WHAT THAT? IT’S CALLED VARROA >>DESTRUCTOR? IT IS A MITE IF YOU IMAGINE I’M THE SIZE OF A BEE VARROA MITE IS BY THE SIZE OF BASKETBALL THAT LS A HOLE INTO MY SIDE AND STARTS OUT MY BLOOD. THE TREATMENTS FOR THEM ARE BAD. WE REALLY DON’T HAVE GOOD TREATMENTS FOR THEM. ESSENTIALLY ACID BATHS IN ORDER TO TRY AND GET THEM OFF. >>AND THIS KILLS OFF THE BEES. WHERE DO THEY COME FROM WHERE DO THEY REALLY THEY’RE FROM CHINA. ACTUALLY THEY’RE A YEAR OR MORE OF AN EXPERT THAN I AM SO TAKE OUT ONE >>OF THE REALLY DESTRUCTOR CAME FROM CHINA. ORIGINALLY IT FED ON A SPECIES OF BEING CALLED A PEST SERRANO BUT IT MADE THE LEAP TO THE EUROPEAN HONEYBEE APIS MOOLAH BECAUSE THE TWO SPECIES ARE RY SIMILAR APIS SERRANO TENDS TO BE SMALLER SO THEY AREN’T QUITE AS EFFECTIVE AS BAD. THE FEMALE MITE WILL GO INTO A BEE BEFORE THE BEE CELL BEFORE THE CELL IS CAPPED OVER FOR THE BEETLE PATE AND THE FEMALE WILL. THAT’S WHERE SHE SHE BROODS. THAT’S WHERE THE FEMALE MITE WILL GO AND BEGIN TO FEED ON THE BEE AND THEN PRODUCE HER OWN LARVAE IN A PIECE SERRANO SHE CAN ONLY PRODUCE MAYBE >>FOUR MORE MITES MAXIMUM BUT ON A PIECE MILLET FOR US SHE CAN PRODUCE SEVEN OR MORE. >>SO THEY THEIR POPULATIONS REALLY EXPLODE. AND WHILE A SERRANO KO EVOLVED ALONGSIDE VARROA DESTRUCTOR IT SMELLED A THREAT DID NOT. SO IT JUST KIND OF GOES THROUGH ANTRASHES HIVES. IT’S ONE OF THE CONTRIBUTORS TO ONE OF MANY CONTRIBUTORS TO COLONY COLLAPSE DISORDER >>SO >>I’M HAVING A FLASHBACK LIKE I WAS IN BIOLOGY WAY TO SLEEP. YEAH. SO I JUST WITNESSED BUSINESS INSTEAD OF BIOOGY. THAT’S FANTASTIC. IT’S KNOWLEDGE >>YOU HAVE. WOW. SO THE THING I WANT TO POIT OUT IS WE GOT THREE MAJOR SECTORS INSIDE OF THE BEEKEEPING SIDE OF AMERICA. YOU’VE COMMERCIAL HIVES WHO ARE PRIMARILY FOCUSED ON POLLINATING DIFFERENT CROPS AND MAKING >>HONEY AND JUST TRY TO MAKE MONEY OFF THAT. THE SECOND GROUP IS GOING TO BE A RESEARCH AGENCY RESEARCH AGENCIES WHO ARE TRYING VERY HARD IN ORDER TO KEEP BEES ALIVE? THEY’RE TRYING TO FIGURE OUT HOW TO IMPROVE PRODUCTIVITY AND FINALLY TH THIRD GROUP AND I THINK THIS IS THE ONE WE’RE MISSING AND THIS IS ME IS EMERGING I SAY THIS ONE IS THE COMMERCIAL GUYS TO ACTUALLY INNOVATE LAST YEAR A COUPLE OF YEARS AGO WE CAME >>OUT WITH FLOW HIVES WHICH ESSENTIALLY IT WAS A BRILLIANT IDEA WHERE YOU ESSENTIALLY JUST OPEN UP A VALVE YOU POUR OUT THE HONEY YOU DON’T ACTUALLY GO OFF TO GO IN AND HARVEST OF IT. IT WAS A TERRIBLE IDEA BECAUSE KILLING TONS OF BEES AND THE COMPANY WENT OUT OF BUSINESS BUT WE TRY NEW THINGS WE TRY THINGS THAT SCIENTIFIC COMMUNITY DOESN’T HAVE THE RESOURCES OR THE SPEED TO DO IN THE COMMERCIAL COMMUNITY IS IT WILLING TORISK THEIR ENTIRE COLONY AND THEIR ENTIRE BUSINESS ON >>IT. THANK YOU SO MUCH FOR YOUR TIME. THANK YOU FOR BEING HERE. IS IT GOOD EXPERIENCE IT IS WRITTEN. THANK YOU BOTH NEXT UP IS DAVID LINDQUIST DAVID AND JIM STOCKWELL JIM HERE HERE >>DOESN’T WANT TO SPEAK. OK AND NATHAN RICHARD IF YOU WANT TO COME UP AND YOU’LL BE ON DECK NEXT TO DAVID ALL T. JIM’S HERE DAVID >>INTRODUCE YOURSELF FOR THE RECORD. AND HERE WE GO. GOOD MORNING DAVID LYNN WESTER I LIVE IN THE JANUARY AREA AS WELL. YOU HAVE TO GO IN AND OUT OF SALEM TWO OR THREE TIMES JUST TO GET TO OUR PROPERTY AND I AM A BACKYARD BEEKEEPER AND A LITTLE OVER A YEAR AND A HALF AGO I WAS CONTACTED BY THE COUNTY AND I WAS I WAS MADE TO GET RID OF MY BEES AND THAT WAS UNFORTUNATE AND SOMETHING WE DIDN’T WE DIDN’T REALLY DIDN’T REALLY LIKE BECAUSE WE REALLY ENJOY BEEKEEPING IS SOMETHING THAT MY DAUGHTER AND I STARTED AS A HOBBY SEVERAL YEARS AGO. AND IT’S BEEN AN ENJOYABLE FAMILY HOBBY FOR FOR QUITE SOME TIME. SOMETHINTHAT FOR YEARS WE’D ALWAYS WANTED TO DO AND JUST DECIDED TO JUMP IN. SO WE WERE ABLE TO ENJOY THAT. IT ALSO IS A SOURCE OF HONEY THAT’S A MAJOR THING FOR US ALTHOUGH THAT’S GOOD FOR PEOPLE WITHERGIES AND THAT SORT OF THING. BUT >>IT’S ALSO A WAY TO POSITIVELY AFFECT THE ENVIRONMENT AND THE ECOLOGY IN THE AREA. AS WAS MENTIONED BEFORE WITH WITH WITH LE’S GARDENS AND FLOWERS AND THINGS ALONG THOSE LINES THOSE BEES ARE QUITE HELPFUL >>NOW. NOW SOMETHING I KNOW THAT THERE’S A STATEMENT OUT THERE THAT A LOT OF THE NEIGHBORS DON’T LIKE IT I HAVE YET TO TALK TO A NEIGHBOR THAT DOESN’T LIKE IT EVERY EVERY NEIGHBOR I’VE SPOKEN TO PEOPLE I’VE TALKED TO WHETHER IT’S IN SOME OTHER COMMUNITY GROUP OR CHURCH OR WHATEVER. I’VE ALWAYS HAD POSITIVE RESPONSES IN FACT MY MOST IMMEDIATE NEIGHBORS WHO I CHECKED WITH BEFORE I EVER STARTED BEEKEEPING WERE VERY NOT ONLY ACCEPTING OF HAVE BEEN ENTHUSED THAT I THAT I WAS HAVING GONE TO HAPPY’S SO MY EXPERIENCE HAS BEEN SUBSTANTIALLY DIFFERENT THAN WAS PREVIOUSLY STATED IN THAT A LOT OF PEOPLE REALLY DO HAVE AN APPRECIA FOR THE BEES ALSO >>HONEYBEES IN GENERAL ARE NOT AGGRESSIVE. YOU CAN OCCASIONALLY GET A HIGH OF THAT MIGHT BE A LITTLE MORE SO THAN THAN THAN OTHERS BUT IN GENERAL THEIR DISPOSITION IS NOT IS NOT TO BE AGGRESSIVE. I AM A BEEKEEPER BUT I AM ALSO ALLERGIC TO BEES AND YOU KNOW EVEN EVEN WITH THAT ARE OFTENTIMES WHEN I DO DIFFERENT THINGS WITH MY HIVES I’LL BE OUT THERE IN SHORTS AND A T SHIRRE WORKING IN THE HIVES. NOW I’LL PUT MORE SAFETY GEAR ON IF I’M GOING TO BE YOU KNOW DIVE DEEP INTO THE HIVE BUT IN GENERAL I’LL GO OUT THERE EVEN WHEN I’M NOT WHEN I’M NOT WORKING THEM AND JUST REGULAR CLOTHES JUST SHORT SLEEVED SHIRTS AND SUCH JUST ENJOYING JUST WATCHING THE BEES AND SO THERE’S THERE’S A LOT OF ENJOYMENT THAT COMES FROM IT ON THAT LEVEL. ONE OF THE THINGS THAT I LEARNED WHEN I FIRST STARTED AS A BEEKEEPER IS AT WE DON’T ONLY FACE CHALLENGES WITH REGARD TO THE SURVIVAL OF BEES AS AS THE PREVIOUS PEOPLE JUST TALKED ABOUT AND AS WE’VE SEEN IN PUBLICATIONS NOW FOR YEARS BUT I >>WAS ALSO INFORMED THAT WE FACE A SHORTAGE AND A CONCERN FOR THE FUTURE OF BEEKEEPERS. IF YOU GO TO YOUR TYPICAL BEEKEEPERS MEETING NOWADAYS MOST OF US SUPPORT GRAY HAIR MOST OF US SIR. PROBABLY 50 PLUS YEAH. THE YOUNG PEOPLE THAT WERE JUST UP HERE ARE REFRESHING FOR US BECAUSE THAT’S THE NEXT GENERATION OF BEEKEEPER WANTING TO MAKE SURE THAT THAT WE’RE ABLE TO SEE THAT SO I WOULD ENCOURAGE THE COUNTY TO GO AHEAD AND AND NOT ONLY ENDORSE THE KEEPING BEES BUT ALSO IF THERE’S A WAY FOR YOU TO FIND A WAY TO PROMOTE IT I WOULD ENCOURAGE THAT. SO THANK YOU SO >>NATHAN GOOD MORNING. NATHAN RICHARD IN SALEM OREGON. MOST OF THE COMMENTS THAT I HAD BROUGHT TO HAVE BEEN COVERED QUITE >>WELL A COUPLE OF THINGS >>THAT I DID WANT TO MENTION FIRST OF ALL >>IN REGARD TO >>THE HONEYBEE ITSELF. HONEYBEES TYPICALLY >>AS MY COLLEAGUE HERE MENTIONED ARE PRETTY MUCH DOCILE BECAUSE ONCE HONEY BEE STINGS THAT’S INEVITABLE >>THEIR DEATH SO HONEY BEE >>DOES NOT GO AROUND STINGING LIKE A YELLOW JACKET OR SOME OF THE OTHER BEES THEY RESERVE THEIR >>STINGS FOR ONLY WHEN THEY HAVE BEEN ABSCONDED FROM HONEYBEES GARNERED FROM THEM OR THEY FEEL IN DANGER OR THE HIVE HAS BEEN PUT IN THREAT TO WHERE A GROUP OF BEES HAVE BEEN SENT TO TO >>ACTUALLY TAKE CARE OF >>THE PROBLEM BEN A BEEKEEPER FOR THREE YEARS >>IT’S BEEN VERY GOOD FOR ME ALL OF THE FOLKS WHERE I KEEP MY BEES BEEN VERY EXCITED ABOUT THE BEEKEEPING AND THAT IT HAS BEEN A VERY GOOD THING. DUG UP A LITTLE BIT OF INFORMATION FROM THE JOURNAL OF ASTHMA AND ALLERGY SAYS THAT ONLY FIVE TO >>SEVEN AND A HALF PERCENT THE PEOPLE WILL EXPERIENCE A SEVERE ALLERGIC REACTION TO INSECT STINGS IN THEIR LIFETIMES. AND THAT’S NOT JUST >>THE BEE THAT’S ANY INSECT >>AT ALL. MOST PEOPLE THAT HAVE TION TO A >>BEE STING IT IS LOCAL REACTION WHERE YES THERE IS SWELLING AND SO RTH. SO IF THE BEE DOES STING THEM VERY FEW PEOPLE ACTUALLY HAVE >>A REACTION THAT WOULD BE LIFE THREATENING OR A SITUATION WHERE THEY WOULD REALLY NEED TO SEEK >>MEDICAL ATTENTION FOR THIS STING. >>THERE ARE AVAILABLE >>EPI PENS AND SO FORTH THAT MAKE THIS KIND OF THING TOLERABLE AND TAKE CARE OF THAT. I WOULD ALSO RECOMMEND THAT SUCH LARGE CITIES SUCH >>AS CHICAGO HAVE ADOPTED BEEKEEPING AND THEY’RE ACTUALLY DOING IT ON THE ROOFS BUILDINGS AND SO FORTH AND FIND THAT IT’S GETTING ALONG >>QUITE WELL WITH THEIR POPULATION. SO THANK YOU THANK YOU. ANY QUESTIONS. ALL RIGHT THANK YOU >>GENTLEMEN. SO RUTH RICHARD AND KATHY WILLIAMS UP NEXT AND AND YOUR ROOF. OK YOU’RE SURE WE LOVE TO HAVE YOU SAY HELLO. ALL RIGHT KATHY WILLIAMS >>AND THEN AFTER KATHY WILL BE DOUG CULTURAL NEUTRAL WHERE WOULD YOU LIKE THIS. OK GREAT. THANK YOU FOR BEING HERE SO KATHY GO AHEAD >>OK. MY NAME KATHY WILLIAMS. I LIVE IN THE SAME CITY LIMITS SO I’M NOT AFFECTED BY THIS ALTHOUGH I AM CONCERNED ABOUT OTHER BEEKEEPERS. I AM A FIRST YEAR BEEKEEPER SO I DON’T HAVE LOT OF EXPERIENCE TO SHARE MORE THAN WHAT MOST PEOPLE HAVE SAID BUT MY EXPERIENCE WITH MY NEIGHBORS HAS BEEN THEY’RE EXCITED ABOUT ME HAVING BEES NEIGHBORS ON ONE SIDE. ACTUALLY WENT OUT AND THEY’RE BOTH SEVERELY HANDICAPPED BUT THEY WENT OUT AND PLANTED SCATTERED GARDENS THIS YEAR SO THEY COULD HELP WITH BEES TO HAVE FOOD FOR THEM. AND THOUGH THE WIFE IS ACTUALLY ALLERGIC TO BEES AND WHEN I’VE SPOKEN TO THEM THEY SAID THAT THEY’VE NEVER HAD ANY PROBLEMS. THEY SEE THE BEES OVER THERE BUT THEY STICK WITH THE FLOWERS. THEY DON’T THEY’VE NEVER BEEN BOTHERED BY THEM IN ANY WAY. AND IT’S NEVER CONSIDERED PROBLEM. MY 8 YEAR OLD GRANDSON I’VE BEEN INTERESTED IN BEES FOR ABOUT FOUR YEARS AND HE’S BEEN INVOLVED IN IT WITH ME AND HE HAS HIS OWN BEE SUIT ALTHOUGH HE DOESN’T REALLY WORK THE HIVES WITH ME. HE DOES LIKE TO STAND OUTSIDE AND WATCH AND SOMETIMES HE’LL JUST I HAV LAVENDER IN THE FRONT OF MY SIGHT IN FRONT OF MY HOUSE AND HE’LL LIKE TO JUST GO OUT THERE AND STAND AND WATCH THE BEES COLLECTING POLLEN AND HE GETS A REAL THRILL OUT OF THAT AND HE. HIS SCHOOL SOMEONE CAME TO HIS SCHOOL TO SPEAK ABOUT BEES AND THEY BROUGHT AN OBSERVATION HIVE >>AND HE SAID THAT THE PERSON I DON’T KNOW WHO IT WAS BUT HE SAID THAT THEY COULDN’T BELIEVE HOW MUCH HE KNEW ABOUT BEES. HE HE FELT PRETTY PROUD OF HIMSELF FOR THAT. AND THE OTHER THING IS THAT AS A BEEKEEPER I THINK IT’S IMPORTANT TO BE RESPONSIBLE. AND SO I DO HAVE EPI PENS IN MY HOME. AND IF ANYONE WHO’S VISITING ME OR IN THE AREA GOT STUNG I WOULD BE AVAILABLE TO SHARE THOSE WITH THEM. SO THEY WOULDN’T HAVE A REACTION BUT I’VE NEVER HAD A PROBLEM. MY MY SISTER WAS THERE VISITING AND SHE IS ALLERGIC TO BEES AND SHE JUST YOU KNOW NEVER WAS BOTHERED. THEY NEVER CAME NEAR HER AND SHE DIDN’T HAVE A PROBLEM WITH IT. I COULD TELL SHE WAS A LITTLE SCARED. TO GO OUT IN THAT AREA OF THE YARD. BUT YOU KNOW THERE BACK IN THE CORNER. SO YOU KNOW WE WERE ABLE TO ENJOY THE BACKYARD WITHOUT HER HAVING ANY PROBLEMS SO GREAT. IT’S INTERESTING YOU KEEP THE EPI PENS AVAILABLE. YES. ANK YOU FOR THAT. QUESTIONS ALL RIGHT. THANK YOU VERY MUCH FOR BEING HERE TODAY. THANK YOU. AND THE LAST PERSON READ OH NO NO NOBODY IN THE BACK. CHUNKY CON TON. YEAH. WELCOME HELLO >>MY NAME IS CHUNKY TED AND I’M A BACKYARD LOCO BACKYARD >>BEEKEEPER I WANT TO TALK ABOUT MY PERSONAL EXPERIENCE KEEPING BEES >>WE HAVE>>SEVERAL FRUIT TREES CHERRIES >>AND PLUMS AND SO ON IN OUR YARD. AND THREE >>YEARS AGO WHEN THERE WAS I KEEP >>BEES SO THREE YEARS AGO WHEN I A HIVE THAT DURING WINTER WHEN THE CHERRIES WERE FLOWERING I NOTICED A LOT OF BEES ON THE FLOWERS >>AND WE HAD A WONDERFUL HARVEST THAT YEAR HOWEVER AS YOU HEARD THERE IS A >>HUGE COLONY COLLAPSE >>SYNDROME AND MY WHOLE HIVE DIED. SO THE FOLLOWING YEAR WHICH IS LAST YEAR I HAD NO BEES AND AS A RESULT >>THAT YEAR WHEN OUR CHERRY TREES >>WERE FLOWERING I WAS STANDING UNDER THE TREES >>HOPING TO SEE THE SAME THING AGAIN BEES FROM OUR NEIGHBORS. UNFORTUNATELY WE DIDN’T HAVE ANY NEIGHBORS KEPT BEES SO THERE WERE VERY FEW BEES ON >>CHERRY TREE. AND SO THIS YEAR’S >>HARVEST WAS PRETTY DISMAL. WE HAD A COUPLE OF CHERRIES BUT NOT MUCH SALT WHEREAS THE PREVIOUS YEAR WE HAD LIKE HUNDRED POUNDS OF CHERRY AND >>SO FROM EUROS IT WAS VERY CLEAR THAT WE REALLY NEED >>THESE BEES COMING >>AND IT HAD A HUGE IMPACT ON >>HOW MUCH WE COULD HARVEST FROM OUR FRUIT TREES I HAD >>NEVER BEEN STUNG BY THE WHEN I WAS JUST STANDING LOVED WATCHING THEM UNDER THE TREE. HOWEVER WHEN I TRIED TO GO INTO >>THEIR HIVES THAT’S WHEN THEY FEEL THREATENED AND THAT’S WHERE I WOULD WEAR MY FULL BEE SUIT BECAUSE PREVIOUSLY I WAS SO SO CONFIDENT >>WITH THEM THAT I WOULD GO OUT JUST IN MY T SHIRT AND I DID GET STUNG BECAUSE I WAS TRYING TO HIDE OPEN AND PULLING THINGS OUT AND DROPPED SOMETHING AND THEN HE GOT REALLY SICK. THEY GOT REALLY EXCITED AND THEY STUNK >>ME. SO I LEARNED FROM THAT THAT TYPICALLY >>HONEYBEES DON’T STING UNLESS THEY FEELTHREATENED AND I LOVED JUST WATCHING THEM MAMA FLOWERS BECAUSE I KNOW I SEE THEM I HAVE A REALLY GREAT HARVEST TO FALL IN >>THANK YOU SO MUCH >>THANK YOU. OKAY. OR >>ANYBODY ELSE THAT WOULD LIKE TO >>SAY SOMETHING JUST FOR THE RECORD IF YOU INTRODUCE YOURSELF. OR TAKE IT TO THE MICROPHONE SIR PLEASE. OKAY. AND YOUR ADDRESS. MY >>NAME IS RICHARD TEMPLE I LIVE 1 0 6 1 0. RIVER ROAD NORTH. IT’S LITERALLY THE CORNER OF RIVER ROAD AND CONDUCT. >>THERE’S TWO >>THINGS THAT I’D LIKE TO CLEAR UP THAT HAVE NOT BEEN MENTIONED IN ALL OF THIS >>OF THEM IS NOBODY’S MENTIONED THE FACT THAT BEES FLY UP TO FIVE MILES FROM THEIR HEIGHT TO GET THEIR WHATEVER IT IS THEY’RE AFTER. SO IF YOU HAVE A FLOWER IF YOU HAVE A BEE FRIENDLY >>GARDEN IN YOUR BACKYARD THAT BEE COULD BE FRM CLEAR >>OVER IN POLK COUNTY. YOU DON’T KNOW NOBODY REALLY. THERE’S NO >>WAY OF TELLING GENETICALLY FROM ONE HIVE TO ANOTHER >>AS TO WHERE THEY CAME FROM. THEY’RE ALL IDENTICAL THE SECOND THING IS PEOPLE SAY THEY’RE ALLERGIC WHEN THEY’RE REALLY NOT THE ONLY TIME YOU HAVE TO CONSIDER YOURSELF ALLERGIC IS IF YOU START HAVING TROUBLE BREATHING >>I HAVE A LADY FRIEND UP IN KAISER. SHE GETS STUNG HER ARMS WELLS UP. >>SHE TAKES AN ANTIHISTAMINE AND IT SETTLES IT DOWN. BUT SHE DOES NOT HAVE TROUBLE BREATHING SO THEREFORE SHE’S NOT CLASSIFIED >>AS ALLERGIC THOSE ARE THE TWO THIN WANTED TO CLEAR THANK YOU. >>I’VE ALWAYS WONDERED BECAUSE I’VE LIVED FOR 20 YEARS OUTSIDE YOU KNOW OUTSIDE THE CITY LIMITS AND I HAD LAVENDER GARDEN AND STUFF AND I ALWAYS WONDERED WHERE THE BEES WERE COMING FROM. I NEVER THOUGHT ABOUT YOU KNOW HOW FAR THEY WERE COMING FROM BECAUSE NOBODY AROUND ME HAD BEE HIVES BUT THEY WERE THERE. THEY WERE ALL OVER THE PLACE. YEAH. INTERESTING OK >>JOE I GUESS IT’S YOUR TURN TO COME BACK UP IF WE HAVE ANY QUESTIONS ONCE >>AGAIN FOR THE RECORD FENIMORE. I DID FIND OUT THAT THE CITY OF SALEM DOES NOT HAVE A PROHIBITION ON THE SALE OF HONEY OR BEES IN THEIR CODE >>ON THE SALE OF WEST SALEM DOES NOT SAY THEM DOES NOT HAVE A PROHIBITION AGAINST >>THE SALE OF HONEY OR BEES AS PART OF THEIR STANDARDS. A QUESTION >>JOE. YES. WHAT’S THE CURRENT STATE OF NUISANCE >>LAWS OR REGULATIONS THAT WE HAVE HERE. SO IF I HAVE BEES AND LET’S TAKE THE EXTREME EXAMPLE THE WHOLE HIVE DECIDES TO GO ATTACK MY NEIGHBOR ALL AT ONCE DO WE HAVE NUISANCE LAWS THAT WOULDN’T THAT COULD ALLOW CANNOT REGULATE THAT. I WOULD HAVE TO DEFER TO CODE ENFORCEMENT FOR THAT. I DON’T KNOW EXACTLY WHAT THEIR TOOLS ARE >>IN A SITUATION LIKE THAT. BUT JANE DO YOU MAKE COMMENTS ON THAT. >>THE ONLY THING I WAS I WAS LOOKING AT THE CITY OF SALEM CODE. IT ALLOWS FOR THE PERSONAL USE OF BEES. IT DOESN’T DEFINE WHAT THAT MEANS >>IT DOESN’T HAVE AN EXPLICIT PROHIBITION ON >>THE SALE BUT IT DOES SAY IT’S FOR THE PERSONAL YES. SO BUT >>AS FAR AS THE NUISANCE YOU JUST YOU’D HAVE POTENTIALLY >>A COMMON LAW TORT CLAIM. WE DON’T HAVE ANYTHING MORE SPECIFIC THAN I’D HAVE TO LOOK AT THAT AT THE CODE ENFORCEMENT TO STATUTES WE COULD PUT SOMETHING IN THIS ORDINANCE TO SAY NOT >>I THINK MY >>PERSPEE IS JUST GENERALLY OH SOMEBODY WHO GOES OH SORRY >>SORRY. I WAS ASKING ABOUT UM >>ISSUES OF NUISANCE. SO IF THERE IS A SITUATION WHERE THE WAY THAT SOMEBODY WAS KEEPING THEIR BEES WAS IMPACTING THEIR NEIGHBORS USE OF THEIR PROPERTY >>WHAT SORT OF LAWS OR REGULATIONS WE HAD SPECIFIC TO THAT BECAUSE MY MY GENERAL PERSPECTIVE ISTHAT PEOPLE SHOULD BE FREE TO DO WHAT THEY WOULD LIKE >>ON THEIR OWN PROPERTY SO LONG AS IT’S NOT INTERFERING WITH THEIR NEIGHBORS. AND THIS WOULD BE SOMETHING THAT I WOULD PUT INTO >>THAT CATEGORY AS WHY SHOULDN’T PEOPLE BE ABLE TO KEEP BEES IN THEIR PROPERTY LOST NOT HEARD IN THE PEOPLE AROUND THEM. BUT I JUST >>I I WAS SORT OF CURIOUS WHAT THE STATE LAWS IN THAT REGARD. I >>DO NOT HAVE THINGS SPECIFIC AT THIS TIME. ONE THING WE CAN DO SINCE THIS IS A STAND ALONE ORDINANCE IS NOT PART WE PART OF THE ZONE CODE IT CAN BE EASILY AMENDED BY THE BOARD OF THE HOME. IF WE START HAVING PROBLEMS THE BOARD CAN >>AMEND THIS CODE. THE STANDARDS VERY EASILY WITHOUT HAVING TO GO TO THE LAND USE PROCESS. >>I THINK I ALSO WOULD BE MORE INTERESTED IN WHAT JANE WAS SUGGESTING WHERE WE SAY IT’S PERSONAL AND THEN WE LEAVE IT OPEN AS FAR AS THE SALE GOES I THINK I’D BE CONCERNED ABOUT HAVING SOME BIG COMMERCIAL OPERATION >>BUT IF SOMEBODY WANTS TO SELL A JAR OF HONEY OR HIVE BEES TO SOMEBODY >>ELSE IN THEIR GROUP THERE I MEAN KNOW >>THOSE ARE MY THOUGHTS. MR. CHAIR COMMISSIONER. WELL THAT’S REAL CLOSE TO WHAT I WAS THINKING AND I’LL TRY WHETHER THIS CAPTURES OR NOT BUT I AM NOT SURE TO DISCUSSION I WANT TO MAKE A MOTION NOW. >>OKAY. I’M READY. ALL RIGHT. I WOULD MAKE A MOTION WE CLOSE A PUBLIC HEARING >>APPROVE THE AMENDMENTS TO THE CODE THAT ALLOW BEEKEEPING RESIDENTIAL SUBJECT TO STANDARDS BUT REMOVE THE PROHIBITION IN THAT ON THE SELLING OR BUYING AND MAKE IT STAFF TO MAKE AN DINANCE THAT INCLUDES SOMETHING THAT’S CONSISTENT WITH THE LIMIT ON THE NUMBER OF HIVES WE HAVE SOMETHING BY THE SEVEN COMMISSIONER WAS SAYING NOT LOOKING FOR A COMMERCIAL >>USE OR BROKERING AND IN PERSONAL >>USE I’LL SECOND THE MOTION TO UNDERSTAND WHAT I’M GETTING AT CLOSE ENOUGH TO YOU. >>I WILL WORK WITH LEGAL COUNSEL AGAN. YES >>WE >>HAVE A MOTION. AND SECOND FURTHER DISCUSSION SO I WOLD JUST SAY I WANT TO THANK EVERYBODY >>WHO CAME HERE TODAY TO TWO EDUCATE US IN TALKED TO >>US ABOUT YOUR YOUR VIEWS ON THIS PARTICULAR ISSUE IT’S IMPORTANT THAT WE HEAR ABOUT IT AND WE DID GET SOME OTHER SUBMISSION OF PUBLIC TESTIMONY FOR THE RECORD IT’S >>IT CAME YESTERDAY AND SO THAT THAT’S ENTERED INTO THE RECORD AS WELL TO E-MAILS THAT WE GOT IN SUPPORT OF THIS WHAT WE’RE DOING? SO >>ANY FURTHER DISCUSSION SCENE I KNOW THOSE IN FAVOR SIGNIFY BY SAYING I >>I HI ALL RIGHT. >>THANKS JOE FOR YOUR WORK. THANK YOU EVERYBODY FOR BEING HERE >>OKAY. THEY BETTER HAVE CORN BREAD HONEY THEY’RE GOING TO HAVE A CHILL AND THEY’RE MAKING COMPLETE HOW I WALK OUT. DO YOU REMEMBER >>THAT CHILI COMPETITION OUT OF WORK. YEAH. THAT’S IT. THAT WAS YOU KNOW WHEN I THINK OF MY LAST TEN MONTHS AS A COMMISSIONER >>I WAS A HIGHLIGHT THAT’S THE HIGHLIGHT. BUT KNOW I’M NOT. IT’S NOT A COMPETITION BUT PUBLIC WORKS IS WHEN. THEY DID A CHILI COOK OFF AT >>THE SHERIFF’S OFFICE IN THE BASEMENT ONE YEAR. I REMEMBER THAT. IT WAS GOOD. >>I LEARNED A LOT TODAY. YEAH THAT WAS COOL. I HAD FLASHBACKS TO UC IRVINE SITTING IN THIS BIG AUDITORIUM IN A BIOOGY WHEN SHE WAS GOING OFF AND ALL ALL THE EDUCATION SHE WAS GIVING US WAS LIKE OH NO I KNOW I KNOW I SWITCHED MY MAJOR >>I COULD. I COULDN’T FAULT THAT I’M NOT REAL PLEASED WITH YOUR TIMERRST OF ALL TWO MINUTES IS A LITTLE TOO SHORT. SECOND TAKE IT DOWN A NOTCH. >>TURN IT DOWN. YOU MEAN >>YOU WERE GETTING ALL THESE CALLS LIKE PROFESSIONALS AND KEVIN G’S PUT ON SILENT SO I LET HIM GO. AND I SAW THOSE PEO WE NEED TO MAKE SURE THAT >>THREE WOULD BE A MORE TRADITIONAL NUMBERS AT IS THAT WHAT’S IN OUR DEAL. THREE OR FOUR THREE FOUR. THEY WERE THREE. OKAY. REMIND ME YOU GAVE THEM ALL THREE >>THEY WANT SOLUTIONS HE HAS TO REALLY FUN TO SEE PEOPLE THAT WERE EXCITED ABOUT BEEKEEPING AND KNEW ABOUT IT AND AND EVEN THE LADY WHO WAS IN OPPOSITION AND WANTED TO KEEP THESE JUST A CERTAIN KIND. YEAH >>SHE HAD SOME CONCERNS I JUST I WOULD I WOULD GO OH COULD YOU IMAGINE HAVITO GET A COMPLAINT CODE ENFORCEMENT OR WHATEVER AND SAYING THEY’RE GETTING SOME KIND OF BEE OVER HERE BUT IT’S NOT THIS KIND OF BEING YOU MENTIONED TRYING TO GO OUT THAND TRYING TO FIGURE OUT >>DID HAVE ONE QUESTION I PROBABLY SHOULD HAVE ASKED. YOU KNOW THEY TALK ABOUT THIS AND I FORGET THE NAME OF THE MITES TO T INTO THEM AND I AND I WONDERED IF A PROLIFERATION OF HIVES MIGHT HELP SPREAD THOSE MITES THAT THERE’S SOME CONTROLS BUT >>OH NO IT’S INTO THIS ONE AND THEN IT GETS DOWN THERE IT’S AN INCH. I MEAN THIS IS A THING I THINK THIN SOME WAYS IS >>UNIQUE TO AMERICA AS WE HAVE SO MANY DIFFERENT PEOPLE FROM ALL OVER THE WORLD THAT COME HERE. AND SO WE GET ALL SORTS OF DIFFERENT BUGS AND ANIMALS AND EVEN PLANTS I KNOW WE’VE HAD ISSUES WITH PLANTS COMING AND DESTROYING YOU KNOW WELL EVEN THE HONEYBEE ISN’T NATIVE. ALL RIGHT. THAT’S THIS SPECIES IS THE ONE WE USE WHEN THEY REFERRED TO IT’S NOT >>IT’S SUPER INTERESTING THAT IN SOME WAYS SORT OF >>AN EVOLUTION THE NATURAL EVOLUTION IS BRINGING ALL THESE DIFFERENT PLANTS AND ANIMALS INTO ONE COUNTRY AND SEEING WHAT HAPPENS >>WE STARTED OUT WITH THE WITH AN ANNUAL HANDS ARE NOT FOR HERDING AND I’VE LAUGHED AT MYSELF THE WHOLE TIME I’VE JUST I WANT TO KNOW THAT I’VE REALLY BIT MY TONGUE A COUPLE OF DIFFERENT TIMES AND I’M GONNA LEAVE IT THAT WAY AND JUST LEAVE YOU WONDERING WHAT WHAT IT MIGHT HAVE BEEN. BUT THIS WAS YOUR SPECIAL DAY I LEARNED THINGS AND YOU DIDN’T >>I MBARRASSED >>DIDN’T GET EMBARRASSED HOWEVER WHEN I WAS SAYING THE PLEDGE I WAS THINKING THINKS THE NAMES I’VE CALLED PEOPLE RIGHT HERE A WRITER ARE NOT CALLED PEOPLE THAT JUST REFERRED TO LIKE NARROW MINDED COULD AND REPEATED AGAIN BUT YEAH I NEED TO THAT PLEDGE EVERY MOMENT YOU’LL LEARN IT FROM ME YOU LEARN IT FROM ME ESPECIALLY WHEN I’M FRUSTRATING WHEN I WAS DRIVING IN TODAY SOMETHING AND I FOUND THAT I HAD LEFT MY DEMOCRACY IN AMERICA BOOK MY CAR SEAT AND MY CAR WAS LIKE THIS APPROPRIATE LEAVE IT IN THERE. IT’S A GREAT ON THE ROOF MAYBE THAT’S WHY YOU WERE LATE YOU READ A SPECIAL CHAPTER. NO BUT I PROBABLY SHOULD YEAH IT’S GOT A WHOLE SECTION ON LOCAL GOVERNMENT HERE AND ONE OF THE GREATEST BOOKS OF THE WISE IS ABOUT THE AMERICAN REPUBLIC YES REALLY FABULOUS. SO ARE YOU PUTTING YOUR RACE OR DOES IT FIT ME >>TO TRULY IT IS THIS MINE YOU CAN ADD TO IT. NO KEEP THEM FRESH HERE. THIS ONE’S BIGGER STREET TO PUT A NEW ONE ON EVERY DAY. YEAH. NO WE DIDN’T START SMELLING >>ALL RIGHT ALL RIGHT WE WILL ADJOURN. THANK YOU. CCTV >>
