AND WE HOPE THAT YOU WILL ENJOY TODAY’S TECHNICAL ASSISTANCE
DISCUSSION. SO LET’S GET STARTED. LET’S START WITH THE PURPOSE. THE PURPOSE OF THIS PROGRAM IS
BECAUSE HUD’S 2014 THROUGH 2018 STRATEGIC PLAN REFERENCES
COMMITTING UTILIZING HOUSING AS A PLATFORM FOR IMPROVING THE
QUALITY OF LIFE, AND IN THAT PLAN, HUD WILL UTILIZE ITS
HOUSING PLATFORM TO EXPAND ACCESS TO EMPLOYMENT AND
EDUCATIONAL SERVICES. HUD’S COMMITMENT TO EXPAND
ACCESS TO EDUCATIONAL SERVICES FOR YOUTH LIVING IN HUD-ASSISTED
HOUSING IS THE BASIS FOR THE ROSS FOR EDUCATION PROGRAM. THE ROSS FOR EDUCATION PROGRAM
SEEKS TO PROVIDE GRANTS TO PUBLIC HOUSING AUTHORITIES TO
DEPLOY EDUCATION NAVIGATORS FOR PROVIDE INDIVIDUALIZED
ASSISTANCE TO YOUTH AND THEIR FAMILIES IN SEVERAL CATEGORIES. THE FIRST IS KNOWN AS THE FREE
APPLICATION FOR FEDERAL STUDENT AID, BETTER KNOWN AS FAFSA
COMPLETION, FINANCIAL LITERACY, COLLEGE READINESS, POST
SECONDARY EDUCATION APPLICATIONS, AND POST
ACCEPTANCE ASSISTANCE. THE FAFSA IS GENERALLY
CONSIDERED A CONFUSING AND BURDENSOME PROCESS, AND FOR THE
PURPOSES OF RESEARCH, TARGETING ASSISTANCE CAN HELP REDUCE
BARRIERS TO COMPLETION. THIS PROJECT WILL GIVE
RESEARCHERS AN OPPORTUNITY TO EVALUATE THE IMPACT OF COMBINING
FAFSA AWARENESS WITH ASSISTANCE IN COMPLETING THE FAFSA. THIS PROJECT ALSO GOES BEYOND
FAFSA BY SEEKING TO ADDRESS OTHER POTENTIAL BARRIERS TO
COLLEGE ATTENDANCE THAT MAY IMPACT LOW INCOME YOUTH MORE
THAN THEIR HIGHER INCOME COUNTERPARTS, SUP AS LIMITED
FINANCIAL�– SUCH AS LIMITED FINANCIAL LITERACY AND COLLEGE
READINESS, COMPLICATED POST SECONDARY PROCESSES, AND THE
NUMBER OF STEPS NEEDED TO SUCCESSFULLY TRANSITION INTO
FIRST YEAR OF EDUCATION AFTER ACCEPTANCE. REGARDING FUNDING AVAILABILITY,
HUD HAS APPROXIMATELY $2�MILLION IN AVAILABLE FUNDING. THERE IS NO MINIMUM AWARD
AMOUNT. HOWEVER, THE MAXIMUM AWARD
AMOUNT IS 452,000 PER PROJECT OR GRANT. THE ESTIMATED PROJECT START DATE
IS DECEMBER 12th, 2016, AND THE ESTIMATED PROJECT END DATE IS
DECEMBER 1st, 2018. THE LENGTH OF THE PROJECT IS FOR
24 MONTHS WITH TWO 12-MONTH BUDGET PERIODS. ELIGIBLE REQUIREMENTS INCLUDE
THE FOLLOWING: ELIGIBLE APPLICANTS ARE PUBLIC HOUSING
AUTHORITIES THAT HAVE ANNUAL CONTRIBUTION CONTRACT UNITS, AND
THERE ARE ALSO THRESHOLD REQUIREMENTS AS WELL AS
STATUTORY AND REGULATORY REQUIREMENTS. AND THE PROGRAM ALSO INCLUDES
PROGRAM SPECIFIC REQUIREMENTS. PLEASE NOTE THAT LATE
APPLICATIONS ARE INELIGIBLE AND WILL NOT BE EVALUATED.>>SO NOW WE WANT TO TALK ABOUT
THE PROGRAM THRESHOLD REQUIREMENTS, SPECIFICALLY
TARGET POPULATION, BUDGET, AND MATCH. THE TARGET POPULATION,
SPECIFICALLY, IS PUBLIC HOUSING RESIDENTS AGE 15 THROUGH 20. WE’RE GOING TO BE GOING A
TREATMENT AND CONTROL GROUP, SPECIFICALLY WHERE THE TREATMENT
GROUP IS THE GROUP OF ASSET MANAGEMENT PROJECTS, THAT’S
AMPs, THAT HAVE BEEN RANDOMLY SELECTED BY HUD TO PARTICIPATE
IN THE PROGRAM. THE CONTROL GROUP, OR THE USUAL
CARE GROUP, IS THE GROUP OF AMPs THAT WILL NOT RECEIVE THE
SERVICES UNDER THIS PROGRAM AND WILL SERVE AS THE COMPARISON
GROUP. THE EXPECTATION IS THAT THESE
AREAS WHERE POST SECONDARY PROGRAMMING EFFORTS ARE ALREADY
GOING ON, BUT THEY WILL NOT ACTUALLY RECEIVE ANY SERVICES
UNDER THE ROSS FOR EDUCATION GRANT. NAVIGATORS WILL BE EXPECTED TO
SERVE�– SORRY. NAVIGATORS WILL BE EXPECTED TO
SERVE PROGRAM PARTICIPANTS IN THE TREATMENT GROUP AND THEIR
FAMILIES IN A FULL-TIME CAPACITY. FULL-TIME NAVIGATORS WILL
ACTUALLY BE EXPECTED TO SERVE IN�– TO SERVE WITH APPLICANTS
THAT HAVE NO FEWER THAN 500 YOUTH AGES 15 THROUGH 20
RESIDING IN ITS PUBLIC HOUSING INVENTORY, AND COMMIT TO SERVING
UP TO 250 PARTICIPANTS. HUD WILL FUND A MAXIMUM OF THREE
FULL-TIME NAVIGATORS PER PHA. PART-TIME NAVIGATORS ARE
ACTUALLY ALLOWABLE, SO APPLICANTS WITH FEWER THAN 500
YOUTH AGES 15 TO 20 RESIDING IN THEIR PUBLIC HOUSING INVENTORIES
ARE ELIGIBLE FOR A MAXIMUM OF ONE PART-TIME NAVIGATOR. THE BUDGET PROGRAM THRESHOLDS,
EACH PROGRAM MUST PROVIDE A DETAILED BUDGET THAT SHOWS
PROJECT�– THAT THE PROJECTED SOURCES AND COSTS. THE BUDGET MUST IDENTIFY WHAT IS
BEING FUNDED WITH ROSS FOR EDUCATION DOLLARS AND WHAT IS
BEING FUNDED WITH MATCH COMMITMENTS. MATCH REQUIREMENTS. A FIRM COMMITMENT IS PLACED AT
THE TIME OF APPLICATION EQUIVALENT TO 125% OF THE
TOTAL�– 25% OF THE TOTAL GRANT AMOUNT REQUESTED, WHICH MUST
DIRECTLY CONTRIBUTE TO ROSS FOR EDUCATION. FOR EXAMPLE, IF THE APPLICANT IS
REQUESTING $452,000 FROM HUD, THE MATCH MUST EQUAL AT LEAST
$113,000. THE MATCH CAN BE CASH OR IN-KIND
DONATIONS. FOR EACH COMMITMENT, WHETHER
CASH OR IN-KIND, APPLICANTS MUST KEEP ON FILE A SIGNED AND DATED
LETTER ON THE MATCH ORGANIZATION’S LETTERHEAD. IF THE COMMITMENT IS IN KIND,
THE LETTER SHOULD EXPLICITLY STATE WHAT SERVICES OR WHAT
MATERIALS WILL BE PROVIDED. MATCH LETTERS MUST BE SUBMITTED
WITH YOUR APPLICATIONS VIA GRANTS.GOV. MATCH TABLE EXAMPLE THAT IS ON

REQUIREMENTS WITH THIS PARTICULAR PROGRAM. FAFSA COMPLETION. THAT TYPICALLY OCCURS DURING THE
FALL. COLLEGE READINESS AND FINANCIAL
LITERACY. THIS IS A YEAR-ROUND EFFORT. POST SECONDARY EDUCATION
APPLICATIONS, TYPICALLY OCCURRING IN THE FALL, WINTER
AND SPRING MONTHS, AND ADDRESSING SUMMER MELT AND
HELPING COLLEGE-INTERESTED YOUTH FOLLOW THROUGH SPRING, SUMMER,
AND FALL. ELIGIBLE PROGRAM ACTIVITIES
COVER SALARIES AND BENEFITS FOR STAFF, THE MAXIMUM HUD AMOUNT�–
EXCUSE ME. THE MAXIMUM AMOUNT THAT HUD WILL
CONTRIBUTE TO A FULL-TIME SALARY AND FRINGE BENEFITS IS 70,000
PER YEAR PER NAVIGATOR. DEVELOPING THE APPROACH, PLAN
AND INFRASTRUCTURE OF THE PROGRAM USING EVIDENCE-BASED
APPROACHES WHERE POSSIBLE. MARKETING THE PROGRAM TO
PARTICIPANTS AGES 15 TO 20 IS ALSO AN ELIGIBLE ACTIVITY. PROVIDING EDUCATION-FOCUSED CASE
MANAGEMENT AND DIRECT SERVICES SUCH AS INTAKE, ASSESSMENT,
PLANNING, INDIVIDUAL SUPPORT, AND REFERRALS. CONNECTING PARTICIPANTS AND
THEIR FAMILIES TO RESOURCES AND TOOLS THAT SUPPORT COLLEGE AND
POST SECONDARY ENROLLMENT PLANS, AND IDENTIFYING RESOURCES AND
PARTNERS THAT WOULD SUPPORT PARTICIPANTS. CONTINUING ON, ELIGIBLE
ACTIVITIES ALSO INCLUDE BUILDING CROSS-SECTOR PARTNERSHIPS SUCH
AS WITH HIGH SCHOOLS, GUIDANCE COUNSELORS AND TAX PREPARERS,
TRACKING AND REPORTING ON PERFORMANCE MEASURES, TRAINING
AND TRAVEL RELATED TO PROGRAM DEVELOPMENT, AND HUD WILL
APPROVE UP TO 2,000 PER YEAR HER NAVIGATOR. ADMINISTRATIVE COSTS, HUD WILL
APPROVE UP TO 10,000 PER YEAR. YOU CAN REFER TO PAGES 14 AND 15
OF THE NOFA FOR FURTHER DETAILS REGARDING ELIGIBLE PROGRAM
ACTIVITIES. REGARDING FUNDING RESTRICTIONS,
AWARDS UNDER THIS GRANT WILL NOT COVER THE FOLLOWING. INELIGIBLE ACTIVITIES AND COSTS,
REIMBURSEMENT FOR GRANT APPLICATIONS COST, COSTS
INCURRED ON OR BEFORE GRANT AWARD DATE, HIRING OR PAYING FOR
THE SERVICES OF A CONTRACT ADMINISTRATOR AND INDIRECT
COSTS. THE RATING FACTORS FOR THIS
PROGRAM INCLUDE THE FOLLOWING. CAPACITY, NEED, SOUNDNESS OF
APPROACH, PERFORMANCE MEASURES, CONNECT HOME, AND TWO BONUS
CATEGORIES. PREFERRED SUSTAINABILITY STATUS
COMMUNITIES AND PROMISE ZONES, WITH A TOTAL POINTS OF
APPLICATION POINTS OF 106. OKAY, REPORTING ON PERFORMANCE.>>GRANTEES WILL BE REQUIRED TO
REPORT ON SEVERAL ITEMS. FIRST, THERE’S A QUARTERLY AND
FINAL REPORT IN THE FORMAT PROVIDED BY HUD. AT A MINIMUM, REPORTS WILL FOCUS
ON THE REQUIRED PERFORMANCE MEASURES AND WILL ALSO FOCUS ON
FINANCIAL REPORTING. RACE AND ETHNICITY DATA
REPORTING, THESE ARE FORMS THAT CAN BE FOUND AT GRANTS.GOV,
SECTION 3 REPORTING AND A FINAL AUDIT. AS A CONDITION OF THE RECEIPT OF
FINANCIAL ASSISTANCE UNDER THIS NOFA, GRANTEES ARE BEING
REQUIRED TO COOPERATE WITH HUD STAFF AND CONTRACTORS PERFORMING
HUD-FUNDED RESEARCH AND EVALUATION ACTIVITIES. PERFORMANCE MEASURES. GRANTEES MUST TRACK AND REPORT
ON PERFORMANCE MONITORING MEASURES TO REFLECT ACTIVITIES
IN THEIR PROPOSED ROSS FOR EDUCATION PROGRAM. THEY ARE NUMBERS OF PROGRAM
PARTICIPANTS SERVED BY TYPES OF ACTIVITIES, NUMBER OF TOUCH
POINTS BY ACTIVITY, TOUCH POINTS ARE ANY INSTANCE OF FORMAL
ENGAGEMENT BETWEEN A NAVIGATOR AND A PROGRAM PARTICIPANT. REFERRALS TO OTHER SERVICES,
INFORMATION ABOUT WHETHER THE PROGRAM PARTICIPANTS BEING
SERVED ARE IN SCHOOL, ENROLLMENT, ETCETERA, AND
STUDENT LEVEL PARTICIPATION LOGGED. IN ORDER TO REDUCE THE
ADMINISTRATIVE BURDEN, HUD, IN COLLABORATION WITH THE
DEPARTMENT OF EDUCATION, WILL USE MAX ADMINISTRATIVE DATA TO
TRACK OUTCOMES FOR PARTICIPANTS. THEY INCLUDE THE RATE OF FAFSA
COMPLETION OVER TIME, DISBURSEMENT TYPES, INCLUDING
DIRECT LOANS, PELL GRANTS, ETCETERA, AND THE TYPES OF
INSTITUTIONS PARTICIPANTS ATTEND TO INCLUDE TWO-YEAR
INSTITUTIONS, FOUR-YEAR PRIVATE VERSUS PUBLIC.>>OKAY, LET’S DISCUSS THE

COMMITTED TO SERVING UP TO 250 PROGRAM PARTICIPANTS. WE WILL FUND IN THIS CATEGORY
APPROXIMATELY FOUR AWARDS. SECTIONALLY, TOP-SCORING
APPLICATIONS FROM PUBLIC HOUSING AUTHORITIES WITH FEWER THAN 500
YOUTH AGES 15 TO 20 AND IN THIS CATEGORY, WE WILL FUND

ADJUSTMENTS TO FUNDING WHICH MAY INCLUDE AWARDING LESS THAN THE

THE GRANT WITH ONLY ONE AMP? THE ANSWER, A PHA IS NET
ELIGIBLE TO APPLY FOR THE�– NOT ELIGIBLE TO APPLY FOR THE GRANT
WITH ONLY ONE AMP BECAUSE THE NOFA AND PROGRAM REQUIRES A
CONTROL GROUP AND TREATMENT GROUP. THE CONTROL GROUP IS THE GROUP
OF AMPs WITH A PHA’S INVENTORY THAT WILL�– OR WITHIN A PHA’S
INVENTORY THAT WILL NOT RECEIVE SERVICES FROM THE EDUCATION
NAVIGATORS. WITHIN EACH PHA, RESIDENT
OUTCOMES SUCH AS THE FAFSA COMPLETION RATES WILL BE
COMPARED BETWEEN THE AMPs BEING SERVED BY THE EDUCATION
NAVIGATOR AND THE AMPs NOT BEING SERVED BY THE EDUCATION
NAVIGATOR. THE TREATMENT GROUP IS THE GROUP
OF AMPs WITHIN A PHA’S INVENTORY THAT HAS BEEN RANDOMLY SELECTED
BY HUD TO BE SERVED BY AN EDUCATION NAVIGATOR. ADDITIONALLY, THE NOFA REFERS TO
AMPs AS PLURAL. AS NOTED ON PAGE 10, TARGET
POPULATION SECTION, AMPs WITHIN A PHA WILL BE RANDOMLY SELECTED
TO RECEIVE ROSS FOR EDUCATION SERVICES. AMPs WITHIN THAT PHA NOT
SELECTED TO RECEIVE GRANTS WILL STILL PARTICIPATE AS A

A HALF GARRETTS, YOU NEED TO HAVE�– NAVIGATORS, YOU NEED TO
HAVE 1500 YOUTH AGES 5 TO 20, OR CAN YOU REQUEST THREE FOR 500
YOUTH FIGURING YOU WOULD SERVE 250 AND USE 250 AS A COMPARISON
GROUP? THE ANSWER, AS STATED ON PAGE
13, TO BE ELIGIBLE FOR A FULL-TIME NAVIGATOR, APPLICANTS
MUST HAVE NO FEWER THAN 500 YOUTH AGES 15 TO 20 RESIDING IN
ITS PUBLIC HOUSING INVENTORY AND COMMIT TO SERVING UP TO 250
PROGRAM PARTICIPANTS. HUD WILL FUND A MAXIMUM OF THREE
FULL-TIME NAVIGATORS PER PHA. IN THIS PARTICULAR CASE, IT WILL
BE UP TO THE PHA TO DETERMINE THE NUMBER OF EDUCATION
NAVIGATORS THAT THEY WISH FOR HUD TO FUND. AN EXAMPLE, YOU CAN ASK TO FUND
ONE, TWO, OR THREE, BUT IT’S BASED ON YOUR NEED. QUESTION FOUR, ARE THE 250
PARTICIPANTS FOR TWO YEARS OF THE PROGRAM OR PER YEAR? THE ANSWER, THE GRANT TERM IS
TWO YEARS. THEREFORE, 250 PARTICIPANTS FROM
THE RANDOMLY ASSIGNED AMP ARE EXPECTED TO BE SERVE EACH YEAR
OF THE TWO-YEAR GRANT TERM. QUESTION FIVE, WE ARE A PUBLIC
HOUSING AUTHORITY AND HAVE A SMALL NUMBER OF UNITS, 158 IN
SCATTERED SITES. I THINK THE ROSS FOR EDUCATION
NOFA IS A GREAT IDEA AND WOULD LOVE TO SUBMIT AN APPLICATION TO
ASSIST THE YOUTH IN OUR SITES, BUT THE PACKAGE STATES ONLY SIX
AWARDS WILL BE GIVEN, SO THAT MEANS ONLY LARGE AUTHORITIES
SHOULD APPLY, CORRECT? I SEE THE NOTE ABOUT TWO OF
THOSE FOR AUTHORITIES UNDER 500 YOUTH, BUT OUR POOL IS MUCH,
